The United States Postal Service is seeking contracted assistance to
support media service for a Stamp Services long-term marketing
initiative called Celebrate the Century (CTC). CTC represents as
opportunity for the USPS to take the lead role in the celebrations
associated with the end of one century and beginning of a new
millennium. The CTC program strategies leverage proprietary promotional
events for a three year program: Celebrating, commemorating, and
collecting the achievements of the 20th century in a special edition
stamp product collection, public voting on stamps subjects by decade,
unique and involving internal and external local community events,
fully integrated cross-discipline communications support, and building
a customer database to be used as a tool for growing in the business
of stamps and stamp products. One of the most important components of
the CTC program will be the development of a series if events that will
peak consumer and employee interest, activate involvement and maintain
program participation. This solicitation is anticipating issuing a
contract for the planning, development, and execution of media events
to promote stamps and other stamp-related products. Work to be
performed shall include but is not limited to the following: Develop
media strategy for CTC progam from inception to finish. Media focuses
on entertainment, education, human interest, youth, "niche" and
"specialty" markets including environmental, fashion, music, etc.
Budget Development develop media costs per event. Web Site -- oversees
CTC web site and provide updated information including daily updates
of 30/30 events, coordinate and develop promotional opportunities i.e.
contests and coordinate talent for chats. Develop concepts, advancing
and generating media for 30/30 events. Talent Selection- secure talent
for entire program and 30/30 events. Press Kits -- coordinate all press
kit materials. Develop a contingency plan for each event. To be
qualified for award contractor's must demonstrate in their proposals
siginificant academic and/or job experience and meet the job
qualifications requirement as outlined in the solicitation.
