invites you to participate in the First Annual Open Season covering
Federal Supply Schedule Group 66, Part II, Section T, Biological Safety
Cabinets for the period of July 1, 1998, (or date of award, whichever
is later) through June 30, 2003. The solicitation will be issued on or
about Friday, October 24, 1997, and will close on Tuesday, November
25, 1997, at 3:30 PM (local time). Late offers will be processed in
accordance with FAR 52.215-10 -- Late Submissions, Modifications, and
Withdrawals of Proposals. If you have any questions contact Tracie

year, indefinite delivery, indefinite quantity contract with F.O.B.
Destination. Use of the schedule will be on a non-mandatory basis.
Anyone considering submitting an offer is advised to review the
solicitation thoroughly. The transmittal of this first annual open
season solicitation will be issued via diskette, utilizing Word for
Windows, version 6.0. When a concern fails to respond to a
solicitation, its name shall be removed from the mailing list. Concerns
that have been removed from the solicitation mailing list may be
reinstated: (1) upon written request, (2) by filing a new application
on standard form 129, or (3) by submission of an offer. Debarred or
suspended firms shall not be reinstated during the period of debarment
or suspension. Under the new modification provision, current
contractors are allowed to offer new special item numbers (SIN's) under
a modification request at any time during the contract period.
Therefore, current contractors are not required to submit an offer
during open season. Significant changes: Since issuance of the basic
solicitation for schedule 66 II T, the GSA Federal Supply Service has
initiated many new changes and clauses, such as: New Technologies
(Evergreen); Industrial Funding Fee; Clause I-FSS-125 Maximum Order
"MO"; a new warranty provision which allows for the incorporation of
the contractor's standard commercial warranty; and Standard Form 1449
hereby replaces Standard Form 33. The Discount Schedule and Marketing
Data sheets (DSMDs) have been deleted and replaced with the Commercial
Sales Practice (CSP). A new special item number (581-1015) for New
Technologies has been added to this schedule. New technologies is a new
product made available to the commercial or government market place.
This will be an open-continuous (Evergreen) special item number (SIN).
All new interested parties may submit an offer at any time.
Contractors awarded a contract under this multiple award schedule will
be required to place their pricelists on a menu-driven on line
database system designed to provide customers with access to products
and services under GSA contracts. Contractors will be encouraged to
transmit their file submission electronically through the EDI
government Facnet system using a Value Added Network (VAN). The
necessary format and information will be provided on diskette to
contractors who are not EDIcapable. If you are interested in receiving

Specifications: The design, construction, calibration and performance
of Class II (Laminar Flow) Biohazard Cabinetry shall be in accordance
with National Sanitation Foundation International (NSF International)
Standard No. 49 Certified cabinet must bear an NSF laminated foil mark
bearing the identifying number and data plate with the company name
and address. Standard cabinet features shall include fluorescent work
light(s) located outside of the work area, shielded from the operator
and providing a minimum 80 foot-candles at the work surface, a vacuum
or gas labeled hosecock fixture located in the work area right side
wall, two work area located 115 volt, 60hz, AC three pronged, grounded
convenience duplex receptacles with a circuit breaker and drip proof
covers, and a tempered glass sliding or hinged viewing window providing
a minimum eight (8) inches access opening to the work area when closed.
The assembled cabinet with or without top mounted fixtures such as the
exhaust filter and exhaust filter housing shall pass through a 6'7"
high, 2'11" width door. When removal of top mounted fixtures is
required to pass through the door, the fixtures shall be removed from
the cabinet. The removed fixtures shall be labeled for shipping with
the GSA contract number and the manufacturer's serial number. The
labeled fixtures shall be shipped along with the cabinets. Options
include three plugged openings for up to three additional hosecocks, a
hosecock kit with mounting hardware, standard size HEPA filters with
keyed, sealed gaskets and a ground fault circuit interrupter. The
standard size and construction filters shall e readily available from
any major filter manufacturer. Bag in, bag out filter changing options
shall be available on the Type B1 exhaust and recirculation filters
and the Type B2 exhaust filter. Design and construction shall permit
maintenance, including the removal and replacement of HEPA filters and
decontamination, to be performed at the front of the cabinet without
moving the cabinet, removing or disconnecting the service lines or
