C -- SS-24 INTERCONTINENTAL BALLISTIC MISSILE (ICBM) SILO DISMANTLEMENT-UKRAINE SOL DSWA01-97-R-0053 DUE 120897 POC Sandy Bednoski, Negotiator, (703) 325-6762, Edward Archer, Contracting Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA) is planning to issue a Request for Proposal on or about 1 Nov 97 for work in support of dismantlement of 46 SS-24 ICBM silos and 5 launch control silos in Ukraine. It is anticipated that the work will begin in FY 98 and be completed in FY 2002 in accordance with Strategic Arms Reduction Talks (START) Treaty. This work is part of a larger U.S. Government program to assist Ukraine to dismantle its strategic weapons systems and comply with its START Treaty obligations. DSWA anticipates that the scope of work will include: dismantlement of 46 missile silos and 5 launch control centers; infrastructure repair; provision of consumables for special Ukrainian equipment; vehicle repair and maintenance; removal of missiles from silos; removal of propellants (nitrogen tetraoxide and unsymetrical dimethyl hydrazine (amyl and heptyl)) from one section of the missile and conducting initial neutralization; temporary storage and transportation of propellants; road and rail transport of missiles in canisters to storage and disassembly facilities; and development and execution of site technical restoration plans. The contractor may accomplish the majority of the work by awarding subcontracts to Ukrainian contractors in accordance with FAR and DFAR rules. Included in the work outlined above, the contractor shall be responsible for accomplishing support work related to silo dismantlement, such as: obtaining required permits; conducting environmental testing; ensuring compliance with Ukrainian laws and regulations; and, assistance with storage and limited disposition of salvageable materials extracted from the silos and the silo sites. The Strategic Offensive Arms Treaty Implementation Center (SOATIC), an organization of the Ukrainian Ministry of Defense, shall be the point of contact within the Government of Ukraine for the contractor. Some government furnished equipment (GFE) required for this effort will be available from U.S. Government resources currently located in Ukraine. GFE will be transitioned from the SS-19 silo dismantlement effort as it becomes available, with the majority becoming available in Sep 99. The contractor will be responsible for leasing or buying any additional equipment to perform the SS-24 effort. Maintenance of leased Ukrainian equipment is the responsibility of the contractor. Equipment required by the contractor for this effort that is to be shipped to Ukraine from outside the former Soviet Union must be declared by the contractor for shipment into Ukraine through the Defense Transportation System. This transport will be at no cost to the contractor. Maintenance, repair and repair parts support of GFE equipment, as well as additional equipment brought into Ukraine for this effort by the contractor, will be provided by an existing contract at no cost to the contractor. A mandatory site visit to the work site and preproposal conference in Ukraine is tentatively planned for the week of 3 Dec 97. Contractor participation in site visit is prerequisite for proposal submission. Each interested party shall submit by fax the names of a maximum of two individuals to attend this site visit to Sandy Bednoski by 20 Oct 97. Include name, date of birth, place of birth, and passport number. Interested parties will be responsible for assuring that named individuals have valid passports and visas.
