Bull for title evidence services. This title services contract is a follow-on and dependent upon prior research and conclusions of expired contracts performed by Mr. Bull. A sole-source negotiated contract is deemed in the best interest of the government in order to avoid substantial duplication of cost to the governemnt, and also to avoid unacceptable delays in fulfilling agency requirements [FAR 6.301-1(a)(iii)].
