COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 1,1997 PSA#1942ENFORCEMENT CENTER The Department of Housing and Urban Development
(HUD) is establishing an Enforcement Center to agressively pursue
fraud, waste and abuse of HUD program funds. As part of that effort,
HUD will be rating its Multi family (5+ units) Housing portfolio on
physical and financial criteria to determine "troubled" properties. The
enforcement center is tasked to improveing the property for tenants
and/or improving the financial committments by owners to insure that
HUD investments are sound. HUD is planning on issuing a Performance
Based Service Contract (PBSC) solicitation for contractors to perform
major responsibilities of asset management for these troubled
properties. A draft of Sections B (Schedule of Services) and C (the
Performance Work Statement) is on HUD's WEB site for comment --
