Silver, 202-283-1347, Contracting Officer, Margaret Hunt, 202-283-1232 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitute the only solicitation. Proposals are being requested and a written solicitation will not be issued. The period of performance will be from date of award through March 30, 1998. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-01. The IRS intends to negotiate with Electronic Tax Systems (ETS), Inc., 2395 Midway Road, Carrollton, Texas 75006 for telephone technical support on the ETS STAR Software. The STAR software supports International Tax Examiners in the calculation of foreign tax credits. The following provisions are applicable to this action: 52.212-1, Instructions to Offerors-Commercial Items, and 52.212-3, Offeror Representations and Certifications-Commercial Items. In addition, clauses 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. These items can be obtained from the Contracting Officer listed above. All proposal must be received by 2PM Eastern Time, October 10, 1997 at Internal Revenue Service, A/C (Procurement), 6009 Oxon Hill Road, Suite 700, Oxon Hill, MD 20745. All proposals will be evaluated on a "Pass/Fail" basis. Award will be made to that offeror whose proposal is technically acceptable and has the lowest price.
