McNeiley 816-983-3823 Technical Manager Tom Graff 816-983-3894 (Site Code DACW41) The U.S. Army Corps of Engineers, Kansas City District, requires the acquisition of engineering support, services, and remediation effort to perform major environmental restoration under a Total Environmental Contract (TERC). The Kansas City District (KCD) intends to competitively solicit and award a Cost Reimbursement, Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for the remediation of HTRW projects and sites, in support of various customers within the boundaries of Kansas City District's parent Division, currently the Northwestern Division. On contract is anticipated. The estimated amount of this procurement is $270 million. The period of performance will be a base period of four years, with two three-year options periods, to be exercised at the Government's discretion. The minimum guaranteed amount for the first contract period is $500,000 and $250,000 for each option period, if exercised. The scope of work will require that the contractor accomplish all predesign, design, and remediationrequired for specified or non-specified installations. The contract will involve the performance of initial study through short-term Operation and Maintenance (O&M). Task Orders will be issued for the specific remediation related tasks associated with specific sites. The current geographical territory for the TERC will include the Northwestern Division boundaries, which presently include Colorado, Idaho, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, Oregon, South Dakota, Washington, Wisconsin, and Wyoming. The anchor site for the KCD TERC will be the former Blaine Naval Ammunition Depot (NAD), in Hastings, Nebraska. The solicitation requires the submittal of a proposal consisting of six volumes: Volume I -- Business/Management/Technical Approach; Volume II -- Past Performance and Quality, Experience, Organization, and Personnel; Volume III -- Operational management Plan; Volume IV -- Acquisition Plan; Volume V -- Cost Proposal; Volume VI -- Sample Project (technical and costs). This project is unrestricted. Large businesses competing for this project must comply with the FAR clause 52.219-9 regarding the requirement for a subcontracting plan. A Pre-proposal Conference will be held in Kansas City, Missouri. The actual time, date, and location will be identified in the solicitation. Solicitation packages will be available on or about October 20, 1997. Proposals are due on or about December 22, 1997 at 3:00 p.m. local time.
