Africa intends to issue a full and open competition solicitation under
the Shelter and Urban Services Project, to solicit offers from
Geographic Code 935 offerors for awarding a three-year cost
reimbursement plus fixed fee type contract. Estimated amount of funding
available: Between $2 and $4 million. The estimated date of issuance is
October 20, 1997. The overall goal of this activity is to assist in
creating a mature financial market which will facilitate the flow of
private capital to local governments throughout South Africa in support
of municipal infrastructure. Through this effort, the assistance will
also support the creation of technical expertise, within local
governments and the private sector, to package and secure this
financing. An indicative measurement of this goal will be the creation,
and financing, of municipal infrastructure packages prepared by local
governments and their consultants. USAID encourages the participation
to the maximum extent possible of Small Business, Small Disadvantaged
Business, and Women-owned Small Business concerns in this activity as
prime or subcontractors in accordance with Part 19 of the FAR. In this
respect, it is anticipated that the prime contractor(s) will make
every reasonable effort to identify and make maximum practicable use of
such concerns. To help identify potential subcontractors, a list of all
organizations requesting a copy of the solicitation will be included
with each solicitation issued. By providing the list, USAID does not
endorse the listed organizations as being capable of carrying out the
activity, nor does AID verify the claimed status of the organizations.
Necessarily, the list will contain the names of only those
organizations known prior to the issuance of the solicitation. The
preferred method of distribution of USAID procurement information is
via the Internet or by request of a solicitation on a 3.5" floppy disk
