(PBGC) plans to award a sole source contract to continue services for
the support of Budget Integration and Partnership Configuration of
management functions. This work is a continuation of work already being
performed by the contractor on existing projects. The current provider
has capabilities and knowledge gained from previous performance of
similar services for PBGC. PBGC requires existing knowledge of our
corporate structure and cross-departmental relationships (past and
present). Other unique capabilities include a high degree of knowledge
of specific leadership practices. Services are required for the
design, development, testing, and maintenance of all tasks involved
with cross-cutting value creation, product production acceleration, and
relational best practices. It includes the technical lead for
recommending and implementing applicable decision making systems,
information sharing applications, customer service requests, and
bench-marking practices. The responsibility requires expert knowledge
in climate competencies, cultural competencies, re-balancing,
interpreting customer feedback, entrepreneurial competencies, and
operational cost clarification. The contractor is uniquely qualified to
respond to our need for accomplishment of projects without an undue
amount of preparation or assistance from PBGC. It is in PBGC's best
interests for the same contractor to continue providing these services
to ensure the continuity and expertise necessary for timely completion
of the projects. The period of performance is for a base year plus one
option year. The proposed contract increase is for supplies or
services for which the Government intends to solicit and negotiate with
only one source under the authority of FAR 6.302-1. This notice of
intent to award a sole source contract is not a request for competitive
