York Facilities Service Office intends to award two or more
Construction Management Support Services Contracts. One for project in
our area of responsibility in the State of New York and one in the
State of New Jersey. Please mark your response for which state you are
applying. If applying for both, please note on your response package
and send two (2) proposals. The contract term will be for one base year
with two one-year renewal options. Responses are desired from
construction management firms who can meet the qualifications listed
below. Technical factors for technical evaluation are of a subjective
nature and are not subject to precise qualifications. Accordingly,
selection will depend on the adequacy and completeness of information
submitted in response to this solicitation. The Postal Service has
assigned evaluation values to each of the elements, listed below, in
lieu of assigning values to each item within an element. Thus, the
greater the degree of your firm's experience, as reflectedin your
response to the various data elements, the greater chance to amass a
higher technical point. Technical Evaluation Factors: a) Construction
Management Experience (please submit the name, address and telephone
number of the projects you list, including the owner's representative
and Architectural/Engineering firm) -- (30 points); b) Personnel
Qualification Standards -- (20 points); c) General Summary of
Requirements -- (10 points); d) Management Approach -- (10 points); e)
Staffing and Resources (Construction Management firms with complete
CAD/D capability, Auto CAD/D and can adapt and/or have experience in
designs, details, etc. from the U.S. Postal Service, Building Design
Standards, 1997 Edition CD with a mimum of three positions are given
resource points. Revised editions of the CD may be introduced at any
time during the contract period. The firms must have qualified
resources available to coordinate environmental remediation work. Must
be familiar with federal, State and local regulations regarding, but
not limited to OSHA, Davis-Bacon, Architectural Compliance, Clean Air
and Water Act, SHPO, etc.) -- (10 points); f) Technical
Engineering/Architectural Expertise -- (10 points); g) Claims Expertise
Estimating and Scheduling -- (10 points). Evaluation of proposals shall
be a two-step process, wherein, all Cost Proposals shall remain with
the offeror. Only those firms selected to be in the competitive
technical range will be requested to provide a cost proposal.
Instructions, services and statement of work will be provided at that
time. Where it is deemed necessary in order to complete the technical
evaluation process, the evaluation committee may visit offeror's
facilities for the purpose of further determinations relative to any
aspect of information furnished in response to the solicitation.
Normally, one week notice will be given prior to any office visit. Only
those firms whose Technical Proposals are determined to be within the
competitive range technically will be identified to the Contracting
Officer. The Technical Proposal will be evaluated by a U.S. Postal
Serviced Committee of no less than three members. The technical
evaluation is to be made without regard to the cost of the proposed
services. Each Technical Proposal will be ranked numerically by each
evaluator, using the factors and point values as shown above. Upon
establishment of the list of firms whose Technical Proposals are within
the competitive range technically, their Cost Proposals will be
requested. Both Technical and Cost Proposals will be requested to
