The Environmental Protection Agency (EPA) requires a contractor to provide research support for epidemiologic field studies that include laboratory components, and to provide support for data management and analytical support for the US EPA's Epidemiology and Biomarker Branch in the Human Studies Division in Chapel Hill, NC. The scope of work includes the planning, procurement, collection, and management of human data either from epidemiologic field studies, with sites located throughout the U.S., to be initiated under this contract, or from existing data sources; analytic support for both newly collected and existing data; and for the preparation, shipping, and analyzing of human biologic specimens and environmental samples. The conduct of workshops designed and executed by the EPA alone or in collaboration with other organizations is also covered in the scope of work. The field studies characterize human exposure to a variety of environmental factors, as measured in questionnaires or directly in biologic or environmental samples, and link these exposures with health effects, either specific disease states or mortality of a specific cause while adjusting for other confounding factors. The analysis of existing data is also concerned with linking environmental exposures as documented in large national databases with human disease states or cause-specific mortality. Workshops that will be supported under this contract will focus on convening expert review panels, and holding in-depth discussion panels and presentations on pertinent human health and environmental issues. The successful offeror will need to demonstrate a high degree of competence in management and technical issues associated with the required research. Currently, EPA anticipates this will be awarded as a result of full and open competition; however, EPA reserves the right to set this action aside for small businesses. The applicable SIC Code is 8731 with a size standard of nomore than 500 employees. ALL INTERESTED SMALL BUSINESSES SHOULD FURNISH STATEMENTS AND DOCUMENTATION DEMONSTRATING THEIR CAPABILITIES TO PERFORM THIS EFFORT WITHIN FIFTEEN (15) DAYS OF THIS NOTICE. It is anticipated that a cost plus fixed fee/level-of-effort/work assignment contract will result from the award of this solicitation. The Government anticipates a level-of-effort of 18,000 direct labor hours per 12 months with optional quantity hours totaling 12,000. The total potential hours for the base period is 30,000. The Government anticipates three one year options which will average 18,000 direct labor hours per period. Optional quantity hours for the option periods will average 12,000 hours per option period. The total potential hours for the option periods is 90,000. Total potential hours for the base and option periods is 120,000 over 48 months. Small businesses are requested to submit appropriate documentation that demonstrates their capability to support this effort. The documentation submitted should address as a minimum the ability to provide support for (a) procurement, collection, and management of human data from epidemiologic field studies and from existing data sources; (b) analytical support for newly collected and existing data (c) preparation, shipping, and analyzing of human biologic specimens and environmental samples (d) conduct of workshops which include convening expert review panels, in-depth discussion panels, and presentations on pertinent human health and environmental issues; (e) field studies on characterized human exposure to a variety of environmental factors, as measured in questionnaires or directly in biologic or environmental samples, and ability to link these exposures with health effects, either specific disease states, or mortality of a specific cause while adjusting for other confounding factors; (f) analysis of existing data by linking environmental exposures as documented in large national databases with human disease states or cause-specific mortality. It is anticipated that this solicitation will be issued on or around 10/29/97 and that proposals will be due approximately 12/01/97. No further synopsis will be issued. Firms must identify their size status when requesting a copy of the solicitation. Firms who fail to do so shall be considered to be large businesses. The solicitation, amendments, and source list will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation, source list and amendments via the Internet. Interested parties may obtain a copy of the solicitation by submitting a written request. Telephone and FAX requests will not be honored. If you obtain a copy of the solicitation and source list via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do NOT have the capability to obtain the solicitation and source list from the Internet may submit a written request for a diskette with the solicitation and source list in WordPerfect 6.1 format from the contact point at the address above. However, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request a copy of the diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be issued to a corporate entity, regardless of the number of requests from one or more different geographic locations. A copy of the preliminary source list will be issued to all prospective offerors along with the solicitation. A separate request is not necessary.
