COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 3,1997 PSA#1944HUD TROUBLED ASSET MANAGEMENT PERFORMANCE WORK STATEMENT -- REQUEST FOR
COMMENT The Department of Housing and Urban Development (HUD) is
establishing an Enforcement Center to agressively pursue fraud, waste
and abuse of HUD Program funds. As part of that effort, HUD will be
rating its Multi family (5+ units) Housing portfolio on physical and
financial criteria to determine "troubled" properties. The enforcement
center is tasked to improving the property for tenants and/or
improving the financial committments by owners to insure that HUD
investments are sound. HUD is planning on issuing a Performance Based
Service Contract (PBSC) solicitation for contractors to perform major
responsibilities of asset management for these troubled properities. A
draft of Section B (Schedule of Services) and C (the Performance Work
Statement) is HUD's WEB site for comment -- www.hud.gov. From main

is interested in business community imput on this planned acquisition.
