The Department of Energy is recompeting its DOE Nationwide Professional
Skills Training Program. The program includes Program Management,
Project Management, Procurement & Assistance, Safety & Health and
Science courses. The work would require the firm to provide expertise
in the design and development, up-grading of existing course materials
and course delivery anywhere in the U.S. The majority of the work will
be delivered on a firm fixed price basis inclusive of travel. The
solicitation also has a requirement for support services which will be
acquired on a time and material basis. The ancillary support services
is equivalent to four person years. The maximum number of courses that
could be delivered over the five year term is 880. Delivery of courses
will be at various DOE sites throughout the country. This solicitation
is restricted to Small Businesses under SIC Code 8299. Small Business
is defined as $5 million in average annual receipts over the last three
years. No telephone requests for the solicitation will be accepted. The
solicitation is planned for release on or about November 14, 1997. The
solicitation will be available for downloading on the Internet from
the "Current Business Opportunities at Headquarters Procurement
Operations" home page located at address
http://www.pr.doe.gov/solicit.html. No paper copies of the solicitation
will be made available. Prospective offerors that do not have the
electronic capability to download the solicitation shall submit a
written request (NO FAX) to the Document Control Specialist (HR-543)
for a diskette copy of the solicitation. The requestor must include a
self-addressed stamped envelope and a MS-DOS formatted high density 3
1/2" virus free diskette suitable for download of the electronic
solicitation. Offerors who fail to submit an appropriate diskette, or
self-addressed stamped envelope, will not receive the solicitation. It
is the responsibility of prospective offerors, after receipt of the
solicitation, to notify the Document Control Specialist of their intent
to propose. Without such notification, prospective offerors will not be
informed when amendments and other solicitation-related information is
