project was issued on 18 September 1997 under SOL N62467-92-B-1004. The
purpose of this modification is to change the solicitation number to
SOL N62467-92-B-1005. 2. The work includes the removal and disposal of
Buildings 108H and 2912 and their associated building foundations,
interior removals, asbestos removal and disposal, lead-based paint
removal and disposal, the removal of underground sanitary, storm,
steam, water, and underground and overhead electrical lines, poles and
accessories. 3. The work also includes the provision of a 1-story fire
station with mezzanine consisting of reinforced concrete grade beams
and caissons, reinforced concrete slab-on-grade, structural steel
framing, rigid insulation, metal roof deck, exterior walls of face
brick over cavity wall insulation and reinforced concrete masonry
units, asphalt roofing shingles, gutters, downspouts, soffits, fascia,
sectioanl overhead doors, interior walls of gypsum wallboard over
metal studs, reinforced concrete masonry units, carpet, ceramic tile,
accoustical lay-in ceiling tile, aluminum doors and frames, solid core
wood doors and hollow metal frames, aluminum windows, kitchen cabinets
and vanities, plumbing, toilet rooms, piping, insulation, fire
extinguishing sprinkler system, unit heaters and infrared heaters,
furnaces, air conditioning units, ductwork, fans, temperature controls,
underground and overhead electical work, power distribution interior
wiring conduit, transformers, interior and exterior lighting, emergency
generator, fire and fire detecting systems, underground utilites
include water, sanitary and storm sewer piping, telephone and
electrical lines, intercommunications system, sitework includes site
clearing, bituminous paving, turf, landscaping, fencing, signage and
incidental related work. The project shall also include standing seam
metal roof. 4. This solicitation will be issued as an unresricted
procurement. 5. The performance period is 684 calendar days. 6. The
estimated cost of construction is between $1,000,000 and $5,000,000. 7.
The SIC is 1542; the size standard is $17.0 million; and the FSC Code
is Y199. 8. NOTE: An evalustion preference will be given in accordance
with DFARS 252.219-7008, "NOTICE OF EVALUATION PREFERENCE FOR SMALL
DISADVANTAGED BUSINESS CONCERNS -- CONSTRUCTION ACQUISITIONS -- TEST
PROGRAM" (APR 1996). 9. If a large firm is selected for this
announcement, it must comply with FAR clause 52.219-9 regarding the
requirement for a subcontracting plan. The Naval Facilities Engineering
Command's Subcontracting Goal is 62.1% of the subcontracted dollars to
go to Small Business, 11% to Small Disadvantaged Business, and 5.2% to
