An acquisition is contemplated for the acquisition of the 3 System Hydraulic Test Stand, Diesel (HTS3/D) and (HTS3/E) Electric version, and the 2 System Hydraulic Test Stand (HTS2/D) and (HTS2/E) Electric version. The 3 System unit test stands shall have a hydraulic system capable of generating a total flow rate of 90 gpm at 3000 psi, 80 gpm at 3250 psi, 66 gpm at 4000 psi, and 45 gpm at 6000 psi, deliverable to three independently controlled sub-systems. The 2 Systems unit test stands shall have a hydraulic system capable of generating a total flow rate of 106 gpm at 3000 psi, 98 gpm at 3250 psi, 80 gpm at 4000 psi, and 53 gpm at 6000 psi, deliverable to three independently controlled sub-systems. Each sub-system (for both the 3 System and 2 System stands) shall be capable of delivering 60 gpm at pressures ranging up to 6000 psi. The test stand shall be capable of controlling each sub-system's circuit flow from 1.5 gpm to 60 gpm with sub-system pressures ranging from 500 to 5000 psi. Component commonality between the 3 System and 2 System designs shall be not less than 80% and between the electric and diesel versions is not less than 85%. The diesel engine shall meet emission standards being phased in over time by horse power classes for new engines as addressed by the United States Environmental Protection Agency Nonroad Engine Rule (NER) promulgated on 17 Jun 94. The 3 System hydraulic test stand's intended use is for the F-15A- E and F-4 aircraft. The 2 System hydraulic test stand's intended use is for multi-aircraft, including the F-16, B-1B, B-2, C-17, and F-22. The Government hereon referred to as the USAF, is acquiring the 3 and 2 System Hydraulic Test Stands through the use of Source Selection procedures in accordance with AFFAR Supplement Appendix BB. The USAF will utilize a requirements contract type based upon a four (4) year ordering period, BEQ 608 each,the ordering period will begin after first article test report approval. In addition, the USAF contemplates issuing, if conditions are met, one additional three (3) year award term (ordering period) BEQ 222 each. Requirements will also include first article contractor testing, Operational Testing and Evaluation (OT & E), Product Drawings and Associated Lists, Technical Orders,Provisioning, and Training. All data will be provided in accordance with the respective DD Form 1423's. The USAF proposes to price the 3 year award term on approximately the 36 month of the 48 month Basic Ordering period. The USAF will use an award term provision. The objective of the award term is to provide an extension for the period of contract performance. The award term is an incentive for the contractor to meet or exceed specific performance criteria as detailed in the evaluation clause for the exercising of the award term. As a minimum, the USAF will request that all offerors provide proposals based upon a 1 year warrantly. The USAF is considering alternate warranties which may be more advantageous than the indicated one year period. The USAF is also considering the use of Contractor Logistical Support (CLS) as as alternative to provisioning. Production deliveries are estimated to be based at 17 units per months beginning 8 months after receipt of an order. The USAF intends on having a Pre-Bid Conference to discuss the RFP, the requirements and the aforementioned issues. This acquisition is a 100% small business set aside. Destinations: Multiple Destinations are projected. Government drawings are not available. Only written or faxed requests for the solicitation are acceptable.
