NAVSTAR Global Positioning System (GPS) Joint Program Office (JPO)
intends to keep industry involved on planned acquisitions for GPS User
Equipment (UE), in particular the Miniaturized Airborne GPS Receiver
Follow-On (MAGR-FO) program, by hosting Industry Days on 21, 22 and 23
October 1997. The requirement for MAGR-FO is based upon a continuation
of the requirements established for the Miniaturized Airborne GPS
Receiver (MAGR) Program and support of DoD Project 2000. This
announcement augments the previous announcements published on 29
October, 1996, 26 February, 1997 and 28 July 1997. The intent of the
acquisition is to field qualified UE receivers that are Form, Fit and
Function (F3) backwards compatible to current MAGR platform
installations with flexibility and provisions for technology insertion
(i.e. GRAM, Integrity, etc.) as well as future upgrades by means of
pre-planned product improvements (P3I). The acquisition will take
maximumadvantage of acquisition reform initiatives, minimize life-cycle
costs, maximize opportunities for competition and reduce Government
oversight. The Government desires be postured to respond quickly, at
minimum cost, to new air/space requirements. The MAGR-FO program
requires the prime contractor to be U.S. owned, U.S. controlled and
on-shore. Off-shore subcontractors are authorized for non-restricted
portions of the acquisition. Industry Days will be held 21-23 Oct 97 at
the Aerospace Corporation, Bldg. A-8 (lower level), 2350 El Segundo
Blvd., El Segundo CA 90245. Attendance is limited to no more than ten
(10) people from each company. The Industry Days agenda for 21 Oct will
begin with Government briefings to industry from 0800-1200 on current
Government plans and concerns. Contractors will have the opportunity
for a one and a half hour session one-on-one with the Government on 21
Oct from 1300-1700, on 22 Oct. from 0800-1700 and on 23 Oct from
0800-1300. All one-on-one sessions with Government must be scheduled
on-site 21 Oct. No scheduling of one-on-one sessions prior to the
Industry Days will be permitted. During one-on-one sessions, the GPS
JPO desires presentations on advances in receiver technology, GRAM/P3I
integration, quantity pricing recommendations and acquisition reform
processes. Abstracts of each briefing, in sufficient detail for our
office to assure we have the appropriate contracting or technical
personnel in attendance, are required in advance. Contractors are asked
to provide Ms Carbajal a digitized copy of the briefing on a 3.5 inch
diskette in either MS Word or PowerPoint. Government briefings to
industry will be at the "Secret U.S. Only" level. Written advance
requests for admittance are required for personnel attending either the
Government briefing or the one-on-one meeting. Submit visit requests

11 Oct 97. Internet users are encouraged to "reload" frequently. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluationof proposals or in the source selection process. Interested

Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
could not be satisfactorily resolved at that level. This synopsis is
