NASA/GSFC plans to issue a Request for Quotation RFQ5-40313-044, on a sole-source basis, for Interactive Data Language (IDL) Technical Support and IDL Maintenance Renewal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Research Systems, Inc. The IDL Software is only available from Research Systems and no other source is licensed to supply this support. The authority for this action is 10 U.S.C. 2304 (c)(1), ONLY ONE RESPONSIBLE SOURCE. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication date of this synopsis on the NASA Acquisition Internet Service (NAIS) to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the descretion of the Government.
