CSSD-CM-CN/(205)955-1187 The U.S. Army Space and Missile Defense
Command (USASMDC) intends to enter into a noncompetitive contract
modification to Contract DASG60-89-C-0091 for the acquisition of one
(1) additional maneuvering Theater Ballistic Missile (TBM) target
system, together with all attendant mission integration and flight test
services. This additional target is deemed essential in order to
satisfy the continued requirements of two USASMDC customers, the
PATRIOT Project Office and the U.S. Air Force (USAF) Phillips
Laboratory, Missile Defense Technology (MTD) Program. The PATRIOT
Project Office has expanded the scope of its current flight testing
requirement to include an additional flight test with maneuvering
targets. This test will be conducted by employing a maneuvering STORM
target, at progressively higher levels of maneuverability, involving a
progressively higher difficulty of intercept. For flight-to-flight
comparison purposes, precisely the same radar signature must be
presented to the engaging radar and interceptors. The continued use of
a Pershing II aeroshell is critical in achieving the standard radar
signature, trajectory, and other parameters demanded by PATRIOT for
program continuity. It is considered critical to mission success that
the provider of the additional PATRIOT target have the proven
capability to design and fly a maneuvering target vehicle based on the
Pershing II aeroshell, without the need for development effort. The
USAF MTD Program was undertaken to demonstrate the accuracy and
multipurpose effectiveness of maneuvering reentry vehicles which employ
Differential Global Positioning System (DGPS) position information,
closely coupled with an on-board inertial navigation system (INS). This
effort requires a precision maneuvering reentry vehicle with a high
quality INS, a requirement which is precisely met by the Pershing II
aeroshell. The additional target required by the USAF will use active
DGPS/INS control in order to conclusively demonstrate the potential for
vastly improved target accuracy. Continuity of configuration for all
MTD targets is considered by the USAF to be a critical factor for
assessing the demonstrated accuracy and for comparing results across
missions. The current STORM Target System contract contains efforts for
the design, development, and fabrication of the specific MTTV target
vehicles selected for use to support both the PATRIOT and MTD programs.
Mission success prospects for the planned additional target would be
seriously degraded without use of the proven capability and
configuration of the STORM MTTV. In accordance with Federal Acquisition
Regulation (FAR) 6.302-1(a)(2)(ii), Orbital Sciences Corporation, under
existing Contract DASG60-89-C-0091, has been identified as the source
of supply for the proposed additional target. This notice of intent is
not a request for competitive proposals; however, responses received
from all interested sources will be reviewed by the government and
given consideration as an alternate source. All responses should be
directed to SMDC-CM-CN/Dianne Trimble and must be received within
fifteen (15) days from the publication date of this notice. A
determination by the government not to compete this proposed action
based upon responses to this notice is solely within the discretion of
