This modification is issued to revise the synopsis previously published as solicitation N00014-97-R-HA03 on 27 June 1997 and revised on 15 August 1997. The solicitation number is revised to N00173-98-R-HA01. The text is revised as follows: The Naval Research Laboratory (NRL) has a requirement for basic and applied research in the development and characterization of surface properties for the Navy. Both on-site and off-site support is required to address several research tasks namely: (1) Friction/Wear Testing and Surface Analysis of Modified Surfaces; (2) Air Purification; (3) Electrode Interface Chemistry; (4) Chemical and Biological Microsensors; (5) Interface Modification/Analysis; (6) DNA Sequencing; (7) Dynamics; (8) Techniques for Drug/Toxin Detection Identification; (9) Non-Ozone Depleting Chemical Data Base; and (10) Shipboard Auxiliary Systems R&D. An Indefinite Delivery- Indefinite Quantity (IDIQ) type of contract is anticipated. The estimated minimum level of effort is 10,000 labor hours and the maximum level of effort is 442,500 labor hours at this time, but, is subject to be revised at the time of solicitation issuance. The statement of work, labor categories, and personnel qualifications will be included in the solicitation package. The period in which task orders may be written is 60 months. Proposals will be due approximately 30 days after solicitation is issued. Numbered Note 25 applies.
