The Bi-State Development Agency (Agency) is requesting qualifications from innovative, creative firms or teams interested in providing design/consulting services for the interior renovation of the Agency's Headquarters Building. The Headquarters is located in historic Laclede's Landing in Downtown St. Louis, Missouri. The initial 1982 renovation of two tobacco warehouses serving as the Agency's Headquarters requires interior upgrading and systems evaluation. The affected areas are on the upper five floors of the building, each of which contains approximately 13,000 sq. ft. The project encompasses a two-phase, multi-task program. Phase I tasks incude: a space needs analysis; development of office and work area space standards; evaluation of existing mechanical and electrical systems; assessment of emergency egress and ADA accessibility conditions; preparation of alternative floor plan layouts. Phase II includes the development of specificatios and working drawings for construction bid packages; construction cost estimates; and a phasing schedule. After evaluation of qualifications, two to three firms/teams will be selected to submit full proposals. Award of this contract will be determined by the Brooks method and will result in a firm fixed price contract. The magnitude for Phase I of this project is $50,000 -- $150,000. We are inviting submissions from consultants or teams with expertise in the following areas: 1). Space planning/interior design; 2) Heating, ventilating and air-conditioning systems; 3) Lighting and power systems; 4) Building code requirements; and 5) ADA accessibility requirements.
