DESCRIPTION: Nonpersonal services to furnish all labor, tools, supervision, equipment, materials, and transportation necessary to provide grounds maintenance services at the Newport Research Facilities located at Irish and Tanner Hills, Herkimer County, Newport, New York. The services to be provided include cutting grass, vegetation cutting and removal, monthly ditch cleaning and other miscellaneous services as described in the Statement of Work and drawings. Solicitation number F3060298Q0025 will be issued on or about 15 Oct 1997. Award will be made on or about 31 Oct 1997. This procurement shall be awarded for a basic period and four options years. All responsible small business sources may submit a quotation which shall be considered. An Ombudsman has been appointed to hear significant concerns from quoters or potential quoters during the quote development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of quotations or in the source selection process. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date.
