This is a competitive 8(a) procurement with a plan for multiple awards for Energy Savings Performance Contracts to reduce energy, water consumption, and associated utility costs. The Contractor shall provide, at no capital cost to the Government, all labor, materials, equipment, insurance management, supervision and all other markups necessary to achieve energy and water consumption reduction at the Goddard Space Flight Center. In return, the Contractor will receive monthly payments based on the guaranteed annual cost savings from its installed Energy Conservation Measures (ECM). All work is subject to an annual energy audit to be conducted on or about each anniversary year of the installed ECM and if the Government does not achieve the guaranteed savings, the contract will be unilaterally reduced. The Government will not pay for any costs associated with audits or site visits. Nor will the Government pay for proposal preparation costs for ECM that are not accepted by the Government. This procurement is being conducted under the Special Simplified Acquisition Procedures portion of the Federal Acquisition Regulations Part 13.6. It is anticipated that the Government will award multiple contracts to Technically Acceptable, Responsible, and Responsive 8(a) Companies that are on Department of Energy's Qualified list of Energy Service Companies. Firms interested in this procurement shall have offices or be prepared to establish offices within a 100-mile radius of Goddard Space Flight Center in Greenbelt, Maryland. The contracts will be Indefinite Delivery/Indefinite Quantity type contracts with a maximum ordering limitation of $5 million per contract. The anticipated release date of RFP5-97ESPC/114 is on or about 10/15/1997. All responsible sources may submit a proposal that will be considered by the agency.
