Center plans to issue a Request for Offers for Services and Materials
for Replacement of 20-Inch Mach 6 Tunnel Settling Chamber Assembly,
Building 1247D, West Area of NASA Langley Research Center, Hampton, VA.
The contractor shall perform work which includes, but is not limited to
removing existing removeable platform and stairway structure, stairway
support, non-asbestos insulation from tunnel components for reuse, and
an existing inlet spool piece and Settling Chamber Assembly with its
internal components. Design and fabricate a new stainless steel
Settling Chamber Assembly in accordance with ASME Boiler and Pressure
Vessel Code, Section VIII, Division 1, including U stamping of the
chamber. Fabricate and install new stainless steel internal components,
including new rigimesh elements and new screen in exising rings,
platform, stairway and vessel support structure. Assemble and install
new Settling Chamber with all components, including reinstallation of
insulation. This procurement is being conducted under the NASA MidRange
Pilot Test Program approved by the Office of Federal Procurement
Policy. The order of magnitude for the procurement is $250,000 to
$500,000 and the effort shall be completed within 180 calendar days
after notice to proceed. This procurement is part of the Small Business
Competitiveness Demonstration Program. The Standard Industrial
Classification Code for the procurement is 1542. The corresponding size
standard is $17M. The anticipated release date of the RFO is on or
about October 20, 1997, with an anticipated offer closing date of on or
about November 21, 1997. The firm date for receipt of offers will be
stated in the RFO. Drawings will be available from the identified point
of contact. All responsible sources may submit a bid which shall be
considered by the agency. An ombudsman has been appointed -- See Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in ASCII
or RTF format and will reside on a World-Wide Web (WWW) server, which
may be accessed using a WWW browser application. The WWW address, or

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the

point of contact; however, the closing date for the hard copy received
shall be the same as the solicitation, inclusive of any amendments,
