RFP 7137!! DUE 110397 POC Camille C. Battle, Contract Specialist!! The
Federal Bureau of Investigation (FBI), Laboratory Division, Trace
Evidence Unit, has a requirement to purchase one field microscopy
laboratory and image processing (FMLIP) system and one base unit to
receive images and data communications from a field unit. The
contractor is required to program and set-up system. The system
establishes trace evidence examination capabilities in a mobile and/or
remote laboratory setting and allows for microscopic examinations in
the field that replicate in part what is being performed in the lab.
The system will allow digital images of trace evidence to be
transmitted between the lab and the field for confirmation,
identification and comparison with referenced collection materials.
Digital images can be viewed on monitors, permanently saved to a
variety of media and printed for immediate distribution. The
procurement is a total small business set-aside. Parts of the units are
Brand name only and the remaining parts of the unit are "or equal".
Brand names are required for compatibility to existing laboratory
equipment. The required specifications for the field unit are as
follows: 1) Leica Dml Field comparison microscope with N Plan Optics;
(2) Sony or equivalent 3 chip high resolution digital camera; 3) Sony
or equivalent 19" high resolution digital monitor; 4)Leica or
equivalent high resolution microscope coupler; 5) Scion or equivalent
high resolution frame grabber; 6) laptop computer network compatible,
high speed CDPD data Fax model for cellular, land, or voice on-site
transmission of data and images; 7) Canon or equivalent high resolution
scanner; 8) Minolta external mini-digital camera and color LCD monitor;
9) Jasc or equivalent data base software for storage and retrieval of
images; 10) Sony RGB high resolution video printer for immediate hard
copy; 11) Leica Dmlp polarizing light microscope; 12) Leica trinocular
Mz6 stereozoom microscope; 13) portable workstation for field use; and
14) battery backup and A/C gas powered generator. The required
specifications for the base unit are as follows: 1) ruggedized laptop
computer, network compatible, high speed DCPD data fax modem for
cellular, land, or voice on-site transmission of data and images; 2)
Scion or equivalent high resolution frame grabber; 3) Jasc or
equivalent data base software for storage and retrieval of images; 4)
Minolta external mini-digital camera and color LCD monitor; 5) Canon or
equivalent high-resolution scanner; and 6) Sony or equivalent
hi-resolution 19" monitor. The government reserves the right to request
a live-test demonstration prior to award of the contract. The FBI
contemplates awarded a firm-fixed-price contract for a one-time
purchase. The Standard Industrial Classification Code is 3826.
