announcement serves as notice to all potential offerors that The Rocket
Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM,
anticipates the release of a solicitation for a research, development
production contract to demonstrate and procure a Long Range Air Launch
Target Vehicle to be utilized as targets for evaluation of Theater
Missile Defense (TMD) systems. The use of air launch targets allows for
realistic engagements with U.S. TMD systems that ground launch systems
alone do not provide. Long range is defined as 600 to 3100 km from
missile insertion to impact in the target area.. The scope of this work
is to develop a launch vehicle system that is delivered by means of a
military aircraft that when separated from that aircraft on a pallet,
descends on a parachute to a predetermined position. The vehicle is to
separate from its pallet, ignite remotely, and fly a defined target
trajectory to an impact point. The contractor will develop, ground
test, and integrate the chosen launch system into the military aircraft
in support of the demonstration. All critical technical aspects of the
system will be validated prior to launch resulting in a low risk
technical demonstration. A Sources Sought Synopsis was published in the
Commerce Business Dily (CBD) in Jul 97. A draft solicitation notice was
published in the CBD in Aug 97. The solicitation will be released on or
about 15 Oct 97. This acquisition is anticipated to be a 10 year
Indefinite Delivery/Indefinite Quantity contract with development and
one demonstration flight being initiated with the initial Delivery
Order. Delivery Order will be utilized for subsequent flights as
required.The contract arrangement for this acquisition is Cost Plus
Incentive Fee. This acqusistion will use Full and Open competitive
procedures.Verbal requests for the Solicitation will not be honored.
Firms having already submitted a written request to receive the
solicitation, or having submitted a Statement of Capability package in
response to the Sources Sought Synopsis, are already on the mailing
list for the solicitation. The final solicitation will also be made
available on the internet on or about 15 Oct 97 on the SMC/TE home page
address http://129.238.76.19/lralt/. Industry comments will also be
available at the same home page address. Potential Offerors who do not
have access to the Internet may request a copy of the solicitation in

Data Requirements Lists (CDRLs), (DD From 1423) are only available in
hard copy and may be requested from the above address. Offerors will
be provided a minimum of 45 days to respond to the solicitation.:. All
replies to this synopsis must reference this solicitation number
F29601-97-R-0029. Submit only unclassified information.. Foreign firms
are advised that they will not be allowed to participate in this
acquisition at the prime contractor level. The research and test data
produced under a resultant contract may contain Military Critical
Technology List (MCTL) information whose export is restricted by the
Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export
Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et
seq.). Only those companies who are on the Qualified Contractors Access
List (QCAL) may receive such information. Request certification and

information and planning purposes only. It does not constitute an RFP
and is not to be construed as a commitment by the Government. An
Ombudsman has been appointed to hear concerns from potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels during the proposal development phase of this acquisition.
