Directorate anticipates releasing the Space Technology Projects
solicitation to enable the newly established office, designated as the
Space Technology Institute (STI), to stimulate innovation in military
space technology programs and leverage on-going space technology
breakthroughs by academic/research organizations. This new office will
act as a collaborative forum between the Directorate and U.S.
academic/research institutions with strong space technology
curricula/research programs via the Space Technology Projects contract.
The Space Technology Projects contract will enable high payoff, timely,
and responsive space technology projects/experiments to be performed to
meet the overall goals of the Space Technology Institute. Potential
offerors must possess quick and effective accessibility to
academic/research institutions to assemble expert teams composed of
researchers with the necessary qualifications to perform the variety of
investigations; work with academia, industry and government
representatives; and use databases and information sources to locate
past and on-going efforts relevant to the specified research areas to
determine where the expertise lies in each task area and to avoid
redundancies between STI Projects contract and any other governmental
or academic activity. The Contractor shall assemble and manage teams
composed of researchers with the necessary expertise to perform a
variety of investigations that focus on the following nine long-term
technology solutions areas: (a) spacecraft dynamics systems (controls,
mechanisms and cryogenic cooling), (b) spacecraft structural systems
(spacecraft structures, launch vehicle structures, and thermal bus
management), (c) space power (energy generation, distribution and
storage), (d) protection technologies (radiation hardened electronics,
debris tracking/analysis and mitigation, and threat warning/attack
reporting), (e) satellite control (autonomy, orbital mechanics, and
on-orbit data management), (f) remote sensing, (g) advanced concepts
(orbit transfer vehicles and distributed satellite systems), (h) space
environment phenomena and effects, and (i) spacecraft design,
integration and manufacturing. Refer to the draft Statement of Work
located at the PL/PK Contracting Web Site (see address below) for
additional information. The RFP will be issued on or about 20 October
1997. Proposals will be due 30 days from release of the RFP. The
solicitation resulting from this announcement will be available to
interested parties via the Phillips Laboratory Web Site
(http://www.plk.af.mil). Documents are located in the Contracting,
Phillips Lab R&D Acquisitions portion of the Web Site. URL is shown
below. Offerors that download the RFP must monitor the Web Site for
potential changes to the acquisition. RFP amendments, and questions and
answers concerning the solicitation, will be posted exclusively on the
Web Site. All posted information will clearly display its date of
posting. Offerors are reminded of the requirement to acknowledge all
RFP amendments in their proposal. Up to two contract awards are
contemplated at an estimated total cost of less than $10M, subject to
availability of funds. The period of performance is anticipated to be
up to 60 months in duration. The anticipated contract type is an
Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Cost Plus
Fixed Fee (CPFF) (completion) task-orders. The performance of this
contract may require access to Military Critical Technical Data,
dissemination of which is controlled under the Export Control Act.
Therefore, interested offerors not currently on the Qualified
Contractor's Access List (QCAL) should request certification and
registration with the Defense Logistics Services Centers (DLSC),
Federal Center, 74 North Washington, Battle Creek, MI 49016-3412,
(1-800-352-3572) in order to be considered a responsible contractor
under this acquisition and to receive export controlled technical data.
Dissemination of export controlled information must be accordingto the
provisions of DOD Directives 5230.24, 5230.4 and AFI 80-34. Foreign
firms are advised they will not be allowed to participate as the prime
contractor. This acquisition will utilize full and open competition.
The size standard is 1000 employees, SIC Code 8731. Firms responding
should indicate whether they are, or are not, a small business, a small
disadvantaged business, a woman-owned business, an 8 (a) firm, an
intra-governmental organization, a large business, an
education/non-profit organization or a Historically Black College or
University or Minority Institution (HBCU/MI). An Ombudsman has been
appointed to hear concerns from offerors or potential offerors
primarily during the proposal development phase of this competitive
negotiated acquisition. The purpose of the Ombudsman is not to diminish
the authority of the Program Director or Contracting Officer but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel in the
pre-proposal phase of the competitive negotiated acquisition. Before
