NASA/GSFC plans to issue a Request for Offer (RFO) for the design, development, testing and integration support of two "double edge" Fabry-Perot etalon filters for use in the Zephyr Project instrument to measure tropospheric winds. One filter shall operate at 355 nm wavelength and the other shall operate at 1064 nm wavelength. The 1064 nm "double edge" etalon may be in the form of two separate etalons controlled simultaneously by a single controller. NASA/GSFC intends to purchase the items from NASA/GSFC intends to purchase these items from Queensgate Instrument, Inc., of Long Island, New York. The authority for other than full and open competition is 10. U.S.C.2304(c)(1) -- Only One Responsible Source. Queensgate is uniquely qualified for this work. In January, 1997, Queensgate developed and built the "double edge" etalon filter breadboard for GSFC. This is a one of a kind development and contains Queensgate proprietary controller technologies. Currently, Queensgate is concluding a feasibility study on flying their design as part of a lidar instrument on a shuttle. This effort will be for the development of that design into a space flight ready component for use as part of the proposed Direction Detection Lidar instrument on the shuttle as a Hitchhiker payload. Interested firms have 15 days from publication on the NAIS and Commerce Business Daily (CBD) to submit their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See Internet Note "B".
