D -- INFORMATION TECHNOLOGY SERVICES, INCLUDING TELECOMMUNICTIONS SERVICES SOL 7TF-98-0001 DUE 100997 POC Paulie J. Sosebee, Contracting Officer, 817-978-0001 17(i). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.6, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued!! 17(ii). Solicitation Number 7TF-98-0001 Request for Proposal!! 17(iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46!! 17(iv). This is a full and open procurement under SIC 7379 Computer Related Services, NEC!! 17(v). Description: There are several contract line items, which are not optional: ITEMS LISTED 17(vi). Description: Provide Defense Megacenter, Oklahoma City (DMC-OKC) with a decontamination program that will meet or exceed established DISA environmental specifications and Federal Standard 209E, class 100000 clean room classification. The data sites/rooms included are equal to approximately 39,000 sq feet. Four tasks are required. Previous Defense Information System Agency (DISA) Megacenter contamination/encapsulation experience is desired. Psychrometric Balancing: A detailed study/analysis of each room's heat characteristics, including pychrometric conditions and each room's cooling characteristics, including the location of air conditioners and air distribution tiles. Identify and document cooling deficiencies and plans for correction of deficiencies. The data site's cooling set points shall be adjusted to the range 70* to 72* F. Vapor Barrier Repair: All perimeter subfloor surfaces and perimeter room space surfaces shall be inspected for possible points of vapor migration. Surface penetrations shall be sealed with an approved fire retardant material. All perimeter ceiling void surfaces shall be inspected for possible points of vapor migration. Penetrations used for periodic cable passage shall be sealed with a removable, fire rated material. All air passage between the subfloor void and the ceiling void shall be blocked with the approved and appropriate materials. Each external door shall be fitted with high quality gasket seals and threshold sweeps (as required). Below Floor Treatment: The entire subfloor void shall be decontaminated and encapsulated. Work includes the following items as required: Lifting and properly replacing every accessible floor tile, de-contaminating the cables, de-contaminating the subfloor deck, de-contaminating and treating the support grid, encapsulate the subfloor deck, encapsulate the perimeter walls, and encapsulate corroded metals. All processes must be done with all computer systems fully operational and shall not interfere with on-going operations. Any vacuuming will be performed with H.E.P.A. filtered (99.9% filtration) equipment. During this process, no more than ten (10) adjoining floor tiles shall be removed and any section of raised floor. The perimeter wall surface in the floor void shall be sealed at all points where it is degrading and adding to the overall contamination profile of this area. All subfloor deck surfaces and associated perimeter areas shall be encapsulated. The continuous functionality of the data processing operation shall not be threatened by the sealing process. Above Floor Treatment: All room surfaces shall be thoroughly decontaminated including ledges, racks, shelves and support equipment and from all accessible surfaces, including building air supply and return grilles. The entire top surface of the access floor system shall be cleaned and buffed. High efficiency filters shall be used to prevent particles from being re-circulated within the computer room. Security. Access to the building housing the data center is controlled by security access clearances. The minimum security investigation required for unescorted access to the datasite is a National Agency Check (NAC) with Written Inquiries. 17(vii). Solicitation provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 1995) is hereby incorporated by reference.!! 17(ix). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Technical (a) Technical capability of the item offered to meet the Government requirement (b) Past Performance (see below) and (c) Delivery Terms -- ability to meet required delivery schedule and (2) Price. Factors are listed in their relative order of importance.Past performance will be evaluated as follows: Evaluation of past performance shall be based on information provided by the offeror (see below) and any other information the Government may obtain by following up on the information provided by the offeror and/or through other sources (i.e., offeror's performance on previously awarded FAST delivery orders/contracts and/or contracts with other Government entities). The offeror must identify two Federal, state, or local government and private contracts or delivery/task orders for which the offeror has performed work similar to the statement of work in this solicitation. References should include the most recent contracts completed within the last two years. The offeror shall provide a point of contact, current telephone number and fax number for each contract. This list is due by the date established for receipt of proposals. 17(x). Offeror's are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer.!! 17(xi).
