This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6 as supplemented with
additional information provided in this notice. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisiton Circular 90-45 and Defense Acquisition
Circular 91- 11. This announcement constitutes the only solicitation.
Quotations are being requested and a written solicitation will not be
issued. Solicitation number N62604-98-Q-7500 is issued as a Request for
Quotation (RFQ). This acquisition is 100% Small Business Set Aside. The
standard classification code is 7389, small business size standard is
$5 million. A firm-fixed price purchase order will be issued under the
Simplified Acquisition Procedures. Contract Line Item 0001 is for
Installation of dormitory furniture at Bachelor Enlisted Quarters,
Bldg. #822, Wing A, Naval Air Station, Jacksonville, FL. Delivery
trucks may park in the Bldg. #822 parking lot nearest an entrance for
the wing to which the furniture will be installed. Furniture may be
staged in the applicable entrance foyer for further disctribution.
Elevators can be used to move furniture between floors. Point of
contract for a site visit is LCDR Ball, or his designated
representative at (904) 772-5153/5154. Furnishings will be installed in
266 standard 2-person rooms (78 -- 1st floor, 92 -- 2nd floor, 96 --
3rd floor), 8 handicap 2-person rooms (1st floor), 16 suites (4 -- 1st
floor, 6 -- 2nd floor, 6 -- 3rd floor) and 5 STD-Spec 2-person rooms
(1 -- 1st floor, 2 -- 2nd floor, 2 3rd floor). Furnishings in all
2-person rooms will consist of 2 EA captain's beds, 2 EA nightstands,
2 EA wall units (32"W x 24"D x 74"H), 2 EA desk chairs, and 1 EA table.
Furnishing in the suites will consist of 1 EA full size headboard, 1 EA
metal bed frame, 2 EA nightstands, 1 EA double dresser (62"w x 19"D x
30"H), 1 EA wall mounted mirror (includes security hardware), 1 EA
student desk, and 1 EA desk chair. The Contractor is to meet the trucks
being shipped from Furniture by Thurston (estimated 21 T/L's). Tasks
shall include unloading trucks, staging, unpacking, assembly as
necessary, placement of each araticle in roon in accordance with
furniture layouts. Contractor will be responsible for removal and
disposal of all empty cartons, packaging and packing materials from
Government facilities. When unloading or unpacking articles at the
destination, the contractor shall, in coordination with the government
representative, check the inventory prepared at origin and inspect
each article for loss or damage. The contractor shall completely and
legibly record damage and loss or indicate any difference in count and
condition from that shown on the inventory prepared at origin and
shall be jointly signed by the Government Representative and
Contractor. The contractor shall furnish adequate supervision, labor,
materials, supplies and equipment necessary to perform all services
required under this contract. The contractor shall have all tools for
assembly of the government owned property. Time Requirements:
Installation estimated to commence week of November 3, 1997. Furniture
by Thurston will direct drivers to notify the contractor of his
arrival 24 hours prior to arrival. Contractor to be on site when
delivery trucks arrive for immediate off-loading. The facility will be
available for installation during normal working hours, Monday thru
Friday. Availability of the facility for installation on Saturdays and
Sundays will be at the government's discretion. Completion of
installation services described herein to take no more than 2 working
days after arrival of last truck. This solicitation is issued as a
request for quotes (RFQ). The following Federal Acquisition Regulation
(FAR) provisions and clauses apply to this acquistion: FAR 52.212-1
Instructions to Offerors-Commercial, 52.212-2 Evaluation -- Commercial
Items . NCBC will use the following factors to evaluate quotes, in
descending order of importance: A. Past performance and B. Price. The
Government reserves the right to make award of the initial offer
received without discussions. The Government will award a contract
resulting from this solicitation to the responsible offeror whose quote
conforming to the solicitation will be most advantageous to the
Government, price and past performance considered. Companies wishing to
respond to this solicitation should provide this office with the
following: A price quote, submitted on your company letterhead or your
standard company quotation forms, for the requested item showing
solicitation number, price, prompt payment terms, and correct address.
OFFERS MUST BE SIGNED. Each offer shall include a completed copy of
the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror
Representations and Certifications -- Commercial Items, their Dun &
Bradstreet Code, and their Commercial and Government Entity (CAGE)
Code. Those companies not in possession of the provisions in full text
may contact this office and a copy will be faxed to you. The contract
clause at FAR 52.212-4, Contract Terms and Conditions -- -Commerical
Items is incorporated by reference and applies to this acquisition. The
clauses at FAR 52.212-5 and DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statues or Executive Orders --
Commercial Items, applies to this acquisition. The following additional
FAR clauses cited in this clause are applicable: 52.219- 14 Limitation
on Subcontracting, 52.222-26 Equal Opportunity, 52.222-35 Affirmative
Action for Special Disabled and Vietnam Era Veterans, 52.222-36
Affirmative Action for Handicapped Workers, 52.222-37 Employment
Reports of Special disabled Veterans and Veterans of the Vietnam Era,
52.225-19 European Community Sanctions for Services, 52.222-41 Service
Contrat Act of 1965, As amended, 52.222-42 Statement of Equivalent
rates for Federal hires, and 52.222-44 Fair labor Standards Act and
Service Contract Act- Price Adjustment. The resulting purchase order
will incorporate U.S. Department of Labor Wage Determination No.
94-2115, Revision No. 13, dated July 1, 1997. The minimum Hourly Wage
for a Furniture Handler is $9.29. All questions concerning this RFQ
must be submitted in writing, no telephonic responses will be
processed. Questions should be faxed to Charlene Kreeger, FAX
601-871-3212/2691 by October 15, 1997. Quotations are due on October
20, 1997, 2:00 p.m. to Contracting Officer (Code 520), 5200 CBC 2nd
Street, Gulfport, MS 39501-5001. Facsimile quotations acceptable, FAX
601-871-3212/2691. No oral quotations will be accepted. All responsible
sources may submit a quotation which shall be considered. See Note 1.
