intends to negotiate on a sole source basis with Litton Systems, Inc.,
Data Systems Division, 29851 Agoura Rd., P O Box 6008, Agoura, CA
91376-6008, for the acquisition of engineering and technical services
and instruction specifically in support of the AN/TQY-23(v)2 Tactical
Air Operations Module, Modular Control Equipment (MCE)
systems/equipment which is being transitioned to Tobyhanna Army Depot.
The services will be required for approximately a one year period with
option for up to an additional year of service. The engineering and
technical services shall include: overseeing the transition (the
de-installation and re-installation) of the system equipment inclusive
of all TMDE and special test fixtures; provide process continuity
prior to and after transition; provide inventory and condition list of
all repair assemblies and piece parts required for the maintenance of
the AN/TQY-23(v)2 available prior to the de-installation; provide OJT
and informal training to Army personnel on maintenance and operation
techniques for adjustment, calibration, trouble-shooting, bench check,
routine maintenance, inspection, and repair of prime system/equipment,
including various periphery control equipment, and assist in technical
order verification; provide support in the identification of an
instruction on the use of special tool, handling and test equipment
associated with and related to the system/equipment; emphasize
pertinent safety precautions; demonstrate best method installation of
modifications, retrofit kits, etc.; provide guidance for resolution of
difficult and/or unusual maintenance problems; provide most current
technical documentation on all improvement or changes which have been
made by the manufacturer to include all TMDE; provide analyses of
maintenance difficulties and guidance on establishment or change to
maintenance, inspection, and training programs; provide liaison through
which information related to maintenance and operational problems,
available at the facility, can be quickly disseminated to Army
maintenance and operations personnel; provide guidance to Army
personnel in accident investigations, preparing failure data reports
and reports of unsatisfactory performance as applicable. The Government
does not have a technical data package and therefore believes that the
only technically capable source for the services is Litton, the
developer and original equipment manufacturer of the system. Clearance
required is secret. Part 12 acquisition procedures may be used. Firms
