(Site Code DACA88) West Point Military Academy (WPMA) currently operates the Target Hill Wastewater Treatment Plant in New York. The US Army Construction Engineering Research Laboratories (USACERL) were tasked with performing a study to develop a biosolids management strategy for Target Hill. This study recommended a procurement to transport and compost (via in-vessel composting method) raw biosolids from West Point to a waste management facility, and to return exceptional quality (as defined by the Environmental Protection Agency) biosolids to WPMA to be used as a soil amendment. Request for Proposal (RFP) No. DACA88-97-R-0012 will be issued on or about 31 Oct 97 with the closing date on or about 2 Dec 97. Award will be made to the lowest responsible offeror who demonstrates the ability to perform all the requirements of the solicitation. The services specified in this solicitation shall begin approximately 1 Jul 98 through 30 Sep 98, for a basic performance period of three months, with the option to extend up to four (4) additional years.
