E-MAIL: Loreen Blume, Loreen.K.Blume@usace.army.mil. On or about 15 October 1997, this office will issue Invitation for Bids for the construction of RANGE PROJECTS, FORT McCOY, WI. Bids will be opened on or about 25 November 1997. This solicitation is unrestricted and open to both large and small business participation. Contractors interested in inspecting the site of the proposed work should contact the Fort McCoy Resident Engineer, U.S. Army Corps of Engineers, 1243 South 10th Avenue, Fort McCoy, WI 54656-5118, Telephone: (608) 269-7491/7492. FAX (608) 269-7493. Work will include the following scope and approximate quantities listed below. Project consists of furnishing electrical power to various existing and new firing ranges at Fort McCoy by installing a new underground electrical and aerial distribution system. Additional work includes the construction of a new Modified Record Fire Range and Combat Pistol Qualification Course. Electrical Power Distribution: Work includes a new electrical underground and aerial distribution extension running 9.6 km to various existing and new firing ranges. Materials include 7 new pad-mounted single phase transformers ranging in size from 75 KVA to 100 KVA, pad-mounted sectionalizing switch, 32 Step-voltage regulator, surge arresters, conductors, down guys and anchors, insulators, 200 ampere load-break elbows, and various other ancillary electrical equipment and work. Clearing and grubbing, and direct burial cabling are also required. Modified Record Fire Range: Work includes construction of the following range facilities: Control Tower (25 sq meters), General Instruction Building (72 sq meters), Operations/Storage building (72 sq meters), Ammunition Breakdown Building (11 sq meters), Latrine (32 sq meters), Bleacher Enclosure (50 sq meters), Covered Mess Haul (72 sq meters), Well, and Septic System. Combat Pistol Qualification Course: Work includes construction of the following range facilities: Control Tower (25 sq meters), Operations/Storage Building (72 sq meters), Ammunition Breakdown Building (11 sq meters), Latrine (18 sq meters), Bleacher Enclosure (50 sq meters), Covered Mess Haul (72 sq meters), and Lister Bag Holder Area (5.4 sq meters). Both new range facilities have the following general construction material usage: Insulated and reinforced CMU walls, steel framing on some facilities, reinforced concrete floors, hollow metal doors and frames, and SSMR roofs on prefab trusses with plywood decking (Bleacher Enclosures have steel roof framing w/SSMR). Work common to both ranges includes HVAC systems consisting of terminal heat pumps, gas fired unit heaters, and LP Gas piping. Electrical work includes, panels, duplex outlets, lighting, controls and data distribution cables to interface with Remote Target Systems (NIC), and communications wiring. Site work includes demolition of existing facilities, bituminous parking and access roads, finish grading, chain link fencing, and seeding. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 500 days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
