day after scheduled bid opening. The work includes the design and
construction of a new Marine Corps Reserve Center including integrated
site development and incidental related work to provide a complete and
usable facility. This center shall incorporate the requirements of both
Project P-330 and P-906T. Project P-330 includes administrative,
classroom and armory spaces not to exceed 18,416 square feet total and
project P-906T includes a vehicle maintenance, administrative,
training, shop and supply/storage spaces not to exceed 62,186 square
feet. The total, maximum combined facility size is 80,602 square feet.
The Government will award a contract resulting from this solicitation
to the responsible proposer whose proposal conforming to this
solicitation will be the "BEST VALUE" to the Government, price and
technical factors considered. This procurement will consist of Two (2)
phases. Phase 1: Proposers will be evaluated on (1) Technical approach
(but not detailed design or technical information); (2) Technical
qualifications, such as (a) specialized experience, and technical
competence (i.e. sustainable development experience, vehicle
maintenance facility experience, administrative facility experience);
(b) Capability to perform; (c) Past performance of the offeror's team
(including the architect-engineer and construction members); (3)
Construction Quality Control and Safety; (4) Small Business
Subcontracting Effort. The highest rated proposers, typically 3 to 5,
will advance to Phase II. The Government will then request the Phase II
proposal, in which Qualified Proposers will be evaluated on: (1)
Technical Proposal (including, but not limited to: Sustainable
features, roofs, Durability and Quality of Life) and (2) Price
Proposal. The Government reserves the right to reject any or all
proposals at any time prior to award; to negotiate with any or all
proposers; to award the contract to other than the proposer submitting
the lowest total price; and to award to the proposer submitting the
proposal determined by the Government to be the most advantageous to
the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT
DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore,
proposals should be submitted initially on the most FAVORABLE terms.
Proposers should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, or revise their proposals. FIRMS
SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED. THIS
SOLICITATION IS ADVERTISED AS UNRESTRICTED. Estimated cost of project
is $5,000,000 to $10,000,000. Estimated duration of the contract is
