modify the synopsis published on 07 August 1997 which stated the Naval
Sea Systems Command's intent to negotiate a sole source contract with
Northrop Grumman Corporation, Electronic Sensors and Systems Division
for the development of the Common Broadband Advanced Sonar System
(CBASS). The CBASS will provide the hardware and software required to
implement a broadband sonar system in the ADCAP torpedo. This hardware
will include new and modified broadband capable components including
the sonar array, sonar analog receiver, preamplifier, and transmitter.
Based on a review of the requirements and responses to the synopsis
published on 07 August 1997, NAVSEA currently plans to award this
contract following a limited competition between Hughes Aircraft
Corporation, Naval and Maritime Systems, P.O. Box 3310, Fullerton, CA
92834-3310; Northrop Grumman Corporation, Electronic Sensors and
Systems Division, 18901 Euclid Avenue, Cleveland Ohio 44117-1388; and
Raytheon Electronic Systems, Portsmouth Operations, 1847 West Main
Road, Portsmouth, RI 02871. Northrop Grumman and Hughes are the
qualified manufactures of the MK48 ADCAP Torpedo and its subsystems.
Raytheon is a qualified manufacturer of the MK48 ADCAP Sonar Array
System. It has therefore been determined that Hughes, Northrop Grumman,
and Raytheon possess the required expertise, capabilities, and
experience necessary for successful development and implementation of
a broadband sonar system in the ADCAP Torpedo. See Numbered Note 26.
