17 -- HYDRAULIC TEST STAND SOL DAHA23-98-Q-0001 DUE 102397 POC POC: Contract Officer, Shirley Zbinden, 573-526-9900 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DAHA23-97-Q-0001 solicitation is issued as a Request for Quote (RFQ). Solicitation documents are incorporated provisions and clauses in effect through Federal Acquisition Circular 90-46, 15 Jul 1997. This is a small business set-aside acquisition with SIC Code 3823. The USPFO For Missouri intends to acquire an Analyzer Hydraulic Test Stand consisting of the following specifications: Equal to or greater than Entwistle Co Model #KT-R8970, plus the following additional specifications/requirements: (1) Additional component testing capabilities for the UH-60 is transfer module, T/R servo valve assembly, accumulators, pitch trim actuator assemblies, and starter motor APU. (2) Static testing: Anair operated pump for static testing, adjutable up to 10,000 psi. (3) Operating Fluid Temperature of test stand shall be capable of operation at temperatures between 90 deg F. and 140 deg F. during testing of all components. (4) Test stand shall be capable of operating at 6,000 psi hydraulic pressure and filtration shall be 3 micron absolute. (5) Working area enclosed with 3/8" Lexon sliding panels. (6) PC control processor shall be capable of controlling all the functions required to test any of the listed components. (7) Training: The contractor shall provide hand-on training in four categories: Operation, maintenance, calibration and software. (A) At contractor's facility, train one (1) person for forty (40) hours on the operation of the hydraulic test stand under this procurement approximately two (2) weeks prior to delivery; (B) Contractor will notify MO-AVCRAD thirty (30) days prior to training dates to allow for travel arrangements. (8) Quality Requirements: (A) The contractor's inspection control program shall be required to meet MIL-1-45028A; (B) Gauges and instruments shall be capable of being calibrated to meet all requirements of MIL-STD-45662A. (9) Acceptance: (A) Final test will be performed at the manufacturer's plant witnessed by the Contracting Officer or his/her designated representative(s); (B) The test run shall be of sufficient duration to assure that all test requirements are met satisfactorily and will include automatic and manual testing of the US60 utility pump module assembly and manual testing of the UH60 APU starter motor supplied by the government; (C) The contractor shall record all test data and results. These records shall include the measured test results, component failure, trouble indications and corrective action taken. The Contractor shall submit to the Contracting Officer or his/her designated representative a comprehensive summary of the test results that demonstrate the reliability of the hydraulic test stand; (D) Demonstration of the PC control shall be part of the final acceptance test. HYDRAULIC TEST STAND SPECIFICATION AND REQUIREMENTS: Test stand must be capable of adapting to test all pneudraulic components off of all series of the following aircraft: OH58, UH1, AH1, AH64, UH60, +CH47 (+Except for testing main hydraulic pumps and starter.) REQUIREMENTS FOR FLUID PRESURE AND FLOW REQUIREMENTS: Gen Requirements are 250-5800 PSI @ 0-25 GPM & Specific Requirements are 3000/5000 PSI @ 20 GPM (UH60 Servo); 500 PSI @ 2 GPM (OH58 Servo); 3000 PSI @ 0.5 GPM (UH60 primary transfer module). PUMP TEST REQUIREMENTS: Gen Requirements: 0-16,000 RPM, 75 SHP pump drive; Specific Requirements: 13,900 RPM @ 15 SHP @ 6GPM (AH64 pump axial piston variable); 7,385 RPM@ 14 SHP @ 6.2GPM (UH60 utility pump module). OPERATING TEMP REQ: Gen Req are 60-140 deg. F for extended periods (up to 4 hrs at high pressures of 1500-5000 PSI @ 0-8GPM); Specific Req: 70-120 deg. F @ 3000 PSI @ 8 GPM up to 4 hrs. (UH60 SAS Actuator); 100-130 deg F @ 3000 PSI @ 8 GPM up to 4 hr (CH47D Servo). FILTRATION REQUIREMENTS: Gen Req: 3 Micron; Spec Req: 3 Micron (UH60 primary Servo transfer module; 3 Micron (UH60 pitch trim actuator); 3 Micron (UH60 utility pump module. TEST DATA COLLECTION CAPABILITIES: Gen Req: Display monitor with printer, X-Y plotting cap, auto data acquisition sys; Spec Req: UH60 rotary wing head Servo Assy, UH60 Main landing gear struts, UH64 Main landing gear struts, and OH58D directional actuator. TEST STAND POWER REQ: 460 vac, 3ph, 60 HZ. (Note: Test stand cap must include dual sys for testing some components.) TEST FLUID TEMP REQ: Gen Req: Inlet fluid temp of 0-260 deg. F; Spec Req: 85-245 deg F (UH60 utility pump module); 225-240 deg F (AH64 pump axial piston). NITROGEN SYS REQ: 0-3,000 PSI nitrogen charge unit CH47D, AH64 Accumulators. HYDRAULIC STATIC TEST SYS REQ: 0-10,000 PSI static test req, accumulators, hand pumps and hose assemblies. ELEC SYS REQ: 0-30 VDC, 15 Amp output; 0-115 VAC, 360-440 Hz, 200 VA; 110-120 VAC, 50-60 Hz, 20 AMP; for operation of test sets, UH60 pitch trim actuator, roll boost actuator and pilot assist module. TORQUE READING SYS REQ: Gen. Req: 0-1000 in. Lbs; Specific Req: 300 in. Lbs (UH60 hydraulic starter).
