intends to procure, by negotiation, 50% Sodium Sulfated Castor Oil, BEP
Stock No.'s 2A000541 (bulk) & 2A00541A (drums), for use as an
ingredient in a water based alkaline wiping solution for currency and
postage stamp printing presses. This is a combined
synopsis/solicitation for commerical items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information includeed in this notice. This announcement constitutes the
only solicitation. Offers are being requested, however, a written
solicitation will not be issued. This Request for Proposal (RFP) is
identified by No. BEP-98-03(TN). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. This acquisition is a 100% small business
set-aside; the size standard is 500 employees or less. The contract
type will be a fixed price, idefinite delivery, indefinite quantity
(IDIQ). The period of performance will be for a base period of twelve
months with four (4) option periods of twelve months each. The
estimated quantity for the Base Period, Line Item 001, is 267,000
gallons, with a minimum of 69,420 gallons and a maximum of 347,100
gallons. The esitmated quantity for Option Period I, Line Item 002, is
283,000 gallons, with a minimum of 73,580 and a maximum of 367,900
gallons. The estimated quantity for Option Period II, Line Item 003, is
298,000 gallons, with a minimum of 77,480 gallons and a maximum of
387,400 gallons. The estimated quantity for Option Period III, Line
Item 004 is 316,000 gallons with a minimum of 82,160 gallons and a
maximum of 410,800 gallons. The estimated quantity for Option IV, Line
Item 005, is 335,000 gallons with a minimum of 87,100 gallons and a
maximum 435,500 gallons. BEP reserves the right to reject any material
which has an adverse effect on its employees or end users. Adverse
effects include, but are not limited to, headache, eye, dermal, nasal
or throat irritation and/or sensitization, nausea, and dizziness.
Offerors shall prepare a material safety data sheet (MSDS) that
complies with the Occupational Safety and Health Administration (OSHA)
requirements as listed in 29 CFR 1910, Part 1200, paragraph (g) and
(i). No material which are defined as "hazardous chemical " under the
HAZCOM standard shall be used without an approved MSDS. The mateial
shal not contain contaminants is excess of those concentrations listed
in Table 1, 40 CFR Part 261.24 for Toxic Characteristics Leaching
Procedure. If the material contains as an ingredient, any of the
chemical that are regulated as air toxics by the Clean Air Act
Amendments of 1990, Section 112, the Offeror shall prepare a list of
the names and concentrations of any such chemicals. The sodium sulfated
castor oil shall not contain as an ingredient, any of the toxic organic
chemical listed in Title 21, DCMR, Chapter 15, section 1501.4. The
material shall not contain Polychlorinated Biphenyls (PCB) in excess of
2 parts per million. The sodium sulfated castor oil shall comply with
the requirements of 40 CFR 761. The Offeror shall certify that he is in
compliance with the regulation set forth in CFR 720, Pre-manufacture
Notification. The Offeror shall sumbit a copy of this certification to
the Contracting Officer with the MSDS. The material shall not contain
any of the chemicals listed by California's "Safe Drinking Water and
Toxic Enforcement Act of 1986" (Proposition 65), nor shall it contain
any ingredient known to cause cancer or known to be a reproductive
toxicant as recongnized by the US Environmental Protection Agency,
OSHA, or any of the other individual states. Sodium sulfated castor oil
ordered as stock no. 2A000541 shall be delivered as bulk in tank
trucks. The quantity will be as specified in each order. Typically,
individual orders for bulk castor oil range from 3,500 to 4,500
gallons. The tank truck shall display all DOT hazard and identification
marking as required. Sodium sulfated castor oil ordered as stock no.
2A00541A shall be delivered in 55 gallon/208 liters drums. The drums
shall be palletized, four drums per pallet, and secured in a manner to
prevent shifting. Each drum shall be plainly marked on two opposite
side, "50% SODIUM SULFATED CASTOR OIL", BEP STOCK NO. 2A00541A" with
net and gross weight, the contents in gallons, the manufacturer's lot
number and the name of the Contractor. These markings shall be at least
one inch tall, legible, and of color contrasting to their background.
Each drum shall be labeled in accordance with the applicable DOT, HMIS,
and OSHA regulation. Each pallet shall bear Barcode Labels in
accordance with the "Specification for Vendor Affixed Barcode Labels
for the BEP, L:VAB-1A", which is available upon request. The cost of
pallets shall be included in the price of the castor oil. The earliest
that delivery may be required is 14 calendar days after issuance of
the induvidual delivery order. Delivery of bulk shipment shall be FOB
Destination within consignees' premises to the BEP, 15th Street, S.W.,
Washington, D.C 20228. Delivery of drum shipment shall be FOB
Destination within consignees' premises to the BEP-Lorton Warehouse
Facility, 9610 Gunston Cover Road, Lorton, VA 22079. Conractors are
required to contact the Receiving Section at least 24 hours in advance
of delivery of production deliverables at (703)550-7717. FAR 52.212-1,
"Instruction to Offeror -- Commerical Items," applies to this
acquisition and is modified as follows: subparagraph (b) is deleted;
subparagraph (c) is modified to extend the acceptance period of an
offer to 60 days. On or before October 20, 1997, each Offeror must
submit 2 liter (approx. 1 and one-half gallon) sample which is
representative of the material of Offeror proposes to furnish if
awarded the contract. Samples must be sent to: Manager, Materials
Technical Support Division, Office of Research & Technical Support,
Bureau of Engraving and Printing, 14th & C Streets, S.W., Washington,
D.C 20228. The samples shall be labeled as follows: Offeror's name and
address, BEP solicitation number, name of material, BEP stock item no.
2A000541, Lot number and date of manufacture, Attn: Manager, Material
Technical Support Division. FAR 52.223-3, "Hazardous Material
Identification and Material Safety Data, Alt I," applies. Therefore,
Offerors are also required to submit Material Safety Data Sheets (MSDS)
to the Manager, Materials Technical Support Division by OCTOBER 15,
1997, or 5 calendar days prior to submission of material samples.
Interested Offerors may request a copy of the MSDS under BEP's existing
contract from the Conracting Officer. FAR 52.212-2 "Evaluation --
Commercial Items" is applicable. The following technical factors shall
be used to evaluate the samples: (1)Organically Combined Sulfate, (wt.
percent corrected to nonvolatile content), range 6.5 to 9.0; (2) Color,
Gardner, range 4.0 to 7.0; (3) Free Fatty Acid (wt. percent), range 0.6
to 3.6; (4) Total Alkali as KOH (wt. percent), range 2.0 to 4.0; and
(5) Nonvolatile Content (wt. percent), range 41.0 to 52.0. The BEP will
use American Society forTesting Materials (ASTM) method D 500 to test
for Organically combined Sulfate, ASTM method D 1544 to test for Color,
Gardner, and ASTM method D 500 to test for Free Fatty Acid, Total
Alkali, and Nonvatile Content. All technical criteria will be evaluated
on a pass/fail basis. BEP's source selection decision will be based on
low price -- technically acceptable, assuming an acceptable past
performance rating. Past performance will be determined to be
acceptable if all reference checks are positive. Offeros are advised to
include a completed copy of the provision at FAR 52.212-3, "Offeror
Representation and Certification -- Commercial Item," with its offer.
FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items," will
be incorporated into the resulting contract with the following addenda:
(1) paragraph (a) is hereby modified to identify a constructive
acceptance period of 30 calendar days. The following FAR clause are
incorporated by reference: (i) 52.211-16 -- insert in subparagraph
(b),"10% increase and 10% decrease"; and "Each quantity specified in
each delivery order"; (ii) 52.211-17; (iii) 52.216-18 -- insert in
subpargraph (a), date of award through 12 months thereafter" for Line
Item 001, "Month 13 through 24 months" for Line Item 002, Month 25
through 36 months" for Line Item 003, "Month 37 through 48 months" for
Line Item 004, and "Month 49 through 60 months" for Line tem 005. FAR
52.223-3 with Alt.I FAR 52.212-5, "Contract Terms and Condition
Required to Implement Statues or Executive Orders -- Commerical Items"
will be incorporated into the resulting contract and the following
clauses are applicable: 52.203-6 with Alt I; 52.203-10; 52.219-8;
52.222-26; 52.222-35; 52.222-36; 52.222-37; and 52.225-9. Offer must be
submitted on letter head stationary and, at a minimum, provide: (1) the
solicitation number (BEP-98-03(TN)); (2)the name and address, point of
contact and telephone numbe of the Offeror; (3) terms of any express
warrenty; (4) price and discounts terms; (5) "remit to"address, if
different from mailing address; (6) a completed copy of the
representations and certifications (FAR 52.212-3); (7) an affrimative
statement specifying agreement with all terms, conditions and
provisions to this solicitation and (8) past performance data is
required by FAR 52.212-1(b)(10). Offers shall be mailed to: Bureau of

Offerors that fail to submit a complet offer or take exception to the
terms and conditions of the solicitation risk being excluded from
consideration. All responsible small businesses (size standard: 500
employees or less) may submit an offer which shall be considered by the
