F33657-97-R-0025 for the F-15C Multi-Stage Improvement Program (MSIP)
Four Ship Simulation and Aerial Combat Enhanced Simulation (ACES)
Program (herein referred to as F-15C ACES). This RFP was released in
two parts as a combined synopsis/solicitation on 24 Jun 97 in the
Commerce Business Daily (CBD) under Special Notices. Part 1 CBD Cite #
is W-175 SN088411 and Part 2 CBD Cite # is W-175 088461. Amendment 01
was issued on 8 Jul 97 in the CBD, Cite # W-189 SN093517. Amendment 02
was issued on 8 Aug 97 in the CBD, Cite # W-220 SN107622. Copies of the
solicitation can be obtained from the CBD or on the below noted
Internet address. The RFP is for commercial services prepared in
accordance with the format in the Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information located on
the world wide web at the following Internet address,
http://www.pixs.wpafb.af.mil/pixs/pixslibr/ACES/ACES.asp. This
procurement is using an electronic bulletin board for the bidders
library in an effort to streamline the communication process between
the Government and industry and is accessible through the World Wide
Web as noted at the above Internet address. For questions concerning
operation of the PIXS system contact the system administrator, Mr.
Johnny Harshbarger, at (937) 255-2739. Any addenda referenced herein is
located on the bulletin board and will be noted as "(on PIXS as
"document name", dated xx)." Address all communication concerning this
acquisition to ASC/SYG, Attn: F-15C ACES Source Selection, Bldg. 125,
2335 Seventh Street, Room 5, Wright-Patterson AFB OH 45433-7805, ATTN:
Mr. Richard E. Stem, Contracting Officer, (937) 255-9380, fax (937)
656-7890. Under the provision at FAR 52.212-1, Instructions to Offerors
-- Commercial Items, the date for submission of Volume V of the
proposal is hereby extended. Volume V shall be submitted NLT 11:00AM on
17 October 1997 to ASC/SYG, Attn: F-15C ACES Source Selection (Attn:
Richard E. Stem, Contracting Officer), Building 125, 2335 Seventh St.
Room 5, WPAFB OH 45433-7805. Offerors are advised that Volume V shall
be submitted no earlier than 08:00AM on 10 October 1997. On 10 October
1997 at 08:00AM, all dialog between the offerors and government shall
cease and all correspondence between the offerors and Government shall
be in accordance with AFFAR Appendix AA, Source Selection Procedures.
The Government intends to evaluate offers and reserves the right to
award a contract after receipt of Volume V without discussions. If
discussions are required, the PCO shall notify the offerors. The
outside shipping container shall be marked with the RFP number
(F33657-97-R-0025) and that volume V is contained therein. As stated in
the solicitation, request the pricing also be submitted in Microsoft
Excel 7.0 format. The "original" hard copy paper volume shall be
identified and addressed to the Procuring Contracting Officer and shall
contain all original signed documents and shall be labeled "Original".
Theoriginal will be two-hole punched at the top center of each page.
The original plus five copies shall be submitted to the PCO. Request
all changes from the previous submittal of the specification be
indicated in the doucment. The following information is provided
regarding a potential organizational conflict of interest; a) The F-15C
ACES contract is the first of a series of contracts anticipated to
implement the Distributed Mission Training (DMT) Mission. DMT will be
a simulated environment where the Air Force will train with multiple
weapons platforms in joint operations so that warfighters can train the
way they fight. The overall configuration of DMT is anticipated to
consist of this F-15C ACES Contracted Training Simulation Services
(CTSS), CTSS contracts for other weapon systems simulators, and a DMT
Operations and Integration (O&I) contractor. b) The Air Force is
currently investigating whether performance of the DMT O&I contract by
a contractor which is also a CTSS contractor may create a potential
conflict of interest. c) In the event the Air force determines a
conflict of interest exists, and if the F-15C ACES contractor desires
to submit an offer for the DMT O&I contract, the Contractor will be
required to submit an organizational conflict of interest mitigation
plan for approval by the Government. If required, the DMT O&I sources
sought synopsis will address the submittal and approval process for an
OCI risk mitigation plan. Under the provision FAR 52.212-2: The below
noted changes are made to the solicitation, clause FAR 52.212-2, Basis
for Award. 1) The solicitation states each factor will be assigned a
proposal color rating (Blue, Green, Yellow, Red) and a proposal risk
rating (Low, Moderate, High). As a point of clarification, under
specific criteria, the schedule area has no factor therefore color will
be assigned at the area level. 2) In error, the solicitation identified
price under the specific evaluation criteria and as a separate price
criterion. In accordance with AFFARS Appendix AA, Section AA-204, Basis
for Award, price shall be evaluated as a factor to determine
reasonableness. Color and proposal risk ratings will not apply to
price. Price is hereby removed from specific criteria and established
as a separate price criterion. The evaluation process for price remains
unchanged. The following changes are incorpareted into the Price
Criterion: (a) The solicitation states; "the methodology for
determining the potential total contract value is to multiply each
contract CLIN by a nominal number of hours." In the pervious sentence
the term "nominal" is changed to "estimated." This is to ensure
offerors understand that the government does not guarantee a specific
level of effort for each site per year. The estimate is not a
representation to the offerors that the estimated quantity will be
required or ordered or conditions affecting the requirements will be
stable or normal. The estimated amount is based upon the SCRD
requirement for 10 hours per day, 5 days per week, 50 weeks (excluding
federal holidays). (b) The solicitation states: "Prices will be
evaluated for reasonableness, realism, and completeness as defined in
AFFARS Appendix AA-309," and "Realism, reasonableness, and completeness
shall be determined IAW the procedures at FAR 12.209." The solicitation
is amended by deleting realism and completeness from the first sentence
and deleting the second sentence. Under this commercial acquisition, no
cost or pricing data will be submitted. In accordance with FAR 12.209,
when contracting by negotiation for commercial items, the policies and
procedures in FAR subpart, 15.8 shall be used to establish the
reasonableness of prices. (c) Under specific criteria under the Small
Disadvantaged Business (SDB) evaluation preference the following is
stated; "Any proposal that is materially unbalanced as to the price for
the basic contract period/sites, and Award Term will be considered
deficient." It is the intent of the government that this applies only
to the SDB evaluation preference. To clarifythis intent the sentence is
amended to read; "Any proposal that is materially unbalanced as a
result of the SDB evaluation preference as to the price for the basic
contract period/sites and Award Term will be considered deficient." The
revised Price Criterion, including the above changes, is as follows:
Price Criterion: The government will evaluate proposed prices in terms
of the potential total contract value to include all sites for up to
a 15 year period of performance (e.g. 2012). The evaluation methodology
for the potential total contract value is to multiply each CLIN by an
estimated number of hours for each of the 15 years. The same number of
hours by CLIN (as representative of the pricing matrix located on the
PIXS) will be applied to all offerors proposals. The Simulation
Training CLIN will be multiplied by 2,430 hours / year for each four
ship site and 2,430 hours / year for each two ship site. The Simulation
Training Surge CLIN will be multiplied by 500 hours / year for each
four ship site and 500hours / year for each two ship site. The
Simulation Evaluation Upgrade CLIN will be multiplied by 400 hours /
year for the Eglin AFB site. Three values will be calculated. The
initial contract term with a fixed price value will be added to the
Award Term NTE value to equal a potential total contract value The
estimated amount is based upon the SCRD requirement for 10 hours per
day, 5 days per week, 50 weeks a year (excluding federal holidays).
Prices will be evaluated for reasonableness as defined in AFFARS
Appendix AA-309. A Small Disadvantaged Business (SDB) evaluation
preference will be evaluated by adding a factor of ten percent to the
price of all offers, except in accordance with DFAR 252.219-7006. The
ten percent factor will be applied on a total price basis. Other
evaluation factors described in the solicitation will be applied before
application of the ten percent factor. The ten percent factor will not
be applied if using the preference will cause the contract award to be
made at a price which exceeds the fair market price by more than ten
percent. Any proposal that is materially unbalanced as a result of the
SDB evaluation preference as to the price for the basic contract
period/sites and Award Term will be considered deficient. Under the
provision at 52.212-4,. Each offeror's proposed commercial terms and
conditions will be addenda to 52.212-4. The Model contract: Offerors
shall include, as written, the modified FAR 52.212-4(l), Termination
for the Government's Convenience (on PIXS as T4Conv.doc, dated 19 Sep
