Agency (DSWA) has a requirement to develop a comprehensive knowledge
regarding the interdependency of the energy storage and energy releases
processes in the nano-structured media. This includes: (1) a critical
analysis of physical phenomena; (2) an estimate of the energy
accumulated in and released from isolated small particles and the
ensembles; (3) search for ways of increasing the energy stored and
released. DSWA believes that the Moscow Engineering Physics Institute
is the only responsible source having the resources and experience to
accomplish this work within the required time lines. Any firm desiring
consideration must fully identify their capability to perform this
effort. See Note 22 (substitute 15 day proposal receipt period in lieu
