Protection Agency (EPA) intends to award a contract to: Interactive
Technology Group, Inc. (ITG); P.O. Box 1690; 4440 North Brady Street;
Davenport, Iowa 52809-1690; for services to which the Government
intends to award a firm fixed price contract using the Simplified
Acquisition Procedures of FAR Part 13. The EPA is FACNET certified. Any

be considered or opened.) STATEMENT OF WORK "GREENING UNCLE SAM"
IMPLEMENTING ENVIRONMENTALLY PREFERABLE PURCHASING PURPOSE: To develop
an interactive, web- and Windows-based, multi-media training and
resource tool to guide Federal Agency personnel through a process which
will result in the acquisition of more environmentally preferable
products and services. This tool shall be made available through the
internet. INTRODUCTION: As stated by President Clinton in Executive
Order 12873, "The U.S. Federal Government is committed to minimizing
the environmental impacts of the products and services that it
purchases." Environmentally preferable products and services are those
products and services that have a lesser or reduced effect on human
health and the environment when compared with competing products or
services that serve the same purpose. The process involved in
accomplishing this goal will affect many people at many levels and
roles throughout the Federal Government. In order to make this process
easier to navigate, the U.S. EPA's Environmentally Preferable
Purchasing (EPP) Program would like to provide Federal employees with
an interactive, multi-media, web-based tool to act as compass and map
as they journey towards the land of greener purchasing. Due to the
evolutionary nature of the information in this relatively new subject
area, the web-based aspect of the tool provides the flexibility
necessary to enhance the tool as additional information becomes
available. This Statement of Work outlines the development process for
this tool, specifying tasks, deliverables, and a timeline for the
Contractor to follow. TASKS: Task 1- Workplan Development The
Contractor shall develop a workplan in response to this Statement of
Work. Deliverables -- Workplan Task 2 -- Content Development 2a. Based
on general and specific information which will be provided by EPA's
Project Officer, the Contractor shall review the information and make
recommendations on additional research or informational needs. General
information includes the contents of the outline of "Informational
Elements for the Training Tool" in Attachment A of the Statement of
Work. Specific information to be provided later by the EPA Project
Officer will include the learning objective of this tool and profiles
of the primary and secondary audiences. 2b. Based on comments from the
EPA Project Officer on the above analysis of gaps in information, the
Contractor shall perform additional research and/or obtain additional
information on procurement-specific topics. Non-procurement-specific
research or information provision will be carried out by or through EPA
and provided in completed form to the Contractor. Additional work under
this task to be performed by the Contractor would include instructional
design, text scanning and resource identification. 2c. The Contractor
shall develop a general outline within the context of the following
layout: I. Introduction (Defining EPP) II. Specialized Information
(Implementing EPP) III. Resources (EPP Resources) Included with this
outline should be general ideas for the type and frequency of
informational delivery techniques (e.g., video clips, music beds, sound
effects, embedded resources). Two versions will need to be produced:
one version with minimized graphics and no sound-related elements to
accomodate those with slower modems and no sound system on their
computer; the other with full graphic content and sound-related
elements for those with more updated computer hardware. Multiple levels
of information will be required due to the varied audiences who will be
viewing this tool. There are three primary levels which can be
articulated. It will be necessary to have a level developed appropriate
for management review to quickly obain a basic idea of what
environmentally preferable purchasing is trying to accomplish. Another
level should provide a detailed level of procurement-related
information for those leading an EPP effort without in-depth
procurement knowledge. A third level should provide a detailed level of
environmental information for those leading an EPP effort without
in-depth environmental knowledge. The Contractor shall submit the draft
outline to the EPA Project Officer for review and shall address
comments from the EPA Project Officer pertaining to the draft outline.
Deliverables -- 2a. List of recommendations on addtional research
and/or informational needs. 2b. Results of the contractor research (if
any). Results of any instructional design or text scanning work. List
of additional resources. 2c. General outline with ideas on the type
and frequency of informational delivery techniques. General outline
that addresses the EPA Project Officer's comments. Task 3 -- Layout
Development 3a. The Contractor shall utilize the information provided
by the EPA Project Officer matching the elements outlined in Attachment
A. The Contractor shall also utilize any other information obtained
through additional research (if performed) to develop a text story-line
and produce scripts and bulletized text based on the general outline.
3b. The Contractor shall obtain or produce needed graphics, video clips
with associated script narration, music beds, sound effects, embedded
resources, programmed interactive simulation or performance support
modules, andproduct selection tools. 3c. The Contractor shall
incorporate the non-text elements developed in 3b with the text
elements developed in 3a. 3d. Following product assembly, the
contractor shall perform alpha and beta testing and resolve any
revealed errors. Deliverables -- Expanded outline. Task 4 -- Product
Review 4a. The Contractor shall submit a draft final product to the EPA
Project Officer for review and comment. 4b. The Contractor shall make
final changes to the product based on comments received and perform
final testing. Deliverables -- Final product. Task 5 -- Distribution
Strategy 5a. The Contractor shall develop a distribution strategy for
the training tool including the identification of contacts in the
acquisition community to maximize exposure opportunities for the
training tool. Deliverables -- Distribution strategy including a list
of acquisition contacts. PERIOD OF PERFORMANCE: Date of award --
September 30, 1998 CONTRACTOR QUALIFICATIONS: The Contractor shall have
at least three years of experience in design and development of
multi-media products and services. Knowledge of the Federal procurement
system and Federal acquisition reform is highly desired. Experience
developing training tools for procurement personnel is also sought.
Contractors with contacts throughout the Federal acquisition system is
