Standards & Technology (NIST) intends to negotiate with Harvard
University, Office for Sponsored Research, on a sole-source basis for
development of procedures for radiometric calibration of the NIST
Fourier Transform Spectrometer (FTS) and all experimental and
interpretive work to obtain measurements, energy level analysis, and gf
values for the first two spectra of dysprosium, Dy I and Dy II.
Deliverables will include: (1) radiometric calibration of NIST FTS from
300 nm to 2 um; (2) obtain and measure Dy hollow-cathode and
electrodeless lamp spectra with NIST FTS in range 300 nm to 2 um.
Calibrate spectra radiometrically; (3) confirm energy level
classifications of previously classified Dy I and Dy II spectral lines
observed with NIST FTS and carry out searches for additional energy
levels. Derive optimal values for all energy levels by using new
measurements; (4) derive branching ratios of observed Dy I and Dy II
lines. With branching ratios and lifetimes available in literature,
derive gf values for all lines possible based on these data; and (5)
supply reports on work completed, including all data described above.
This acquisition is to be accomplished under the authority of FAR
13.106(a)(5) which permits sole source acquisition when only one source
is reasonably available. The Harvard group has demonstrated unique
qualifying experience with FTS high-resolution spectroscopy and also
much experience in completing radiometric calibrations and work on
complex atomic spectra. Award to another source would result in
substantial duplication of cost to the Government that is not expected
to be recovered through competition, and would result in unacceptable
delays in fulfilling the agency's requirements. Anticipated period of
performance is 11/01/97 through 04/30/97. This notice is not a request
for proposals. However, interested parties may identify their interest
and capability to satisfy the Government's requirement NLT the
response date above. Capability statements must include documentation
of expertise in all areas pertinent to the proposed project. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the contracting officer. A solicitation document is not available. See
