ABG) and Space and Missile Center (SMC) are analyzing the possible
conversion of the currently government operated 61st Communications
Squadron (61 CS) to contract activity based on an OMB A-76 cost
comparison study. The cost of contract performance will be compared to
the in-house performance proposal to determine who will perform the
work. The 61 ABG and SMC anticipate the release of a Request for
Proposal (RFP) for the 61 CS in June 1998. Services for this operation
include supporting approximately 4300 personnel (1800 military, 1500
civilians, and over 1000 contractor personnel). The workload is
associated with the following programs and involves process/program
management of the communications services. These services involve nine
areas. (a) Base Message Operations provides processing of messages
throughout the Space and Missile Center and the 61st ABG. (b) Visual
Information Center provides still photography, video production, and
conference support services. (c) Telephone (Voice) provides management
of telephone billing, telephone trouble reporting, telephone
instrument initiation and movement, and conferencing capability. (d)
Communications Equipment Maintenance Management provides maintenance
for secure communications support, cryptographic equipment and land
mobile radio/cellular/pager equipment to the base. (e) Communications
Security functions (including the disciplines of Communications
Security (COMSEC), Computer Security (COMPUSEC), Emissions Security
(EMSEC), and the Security Awareness, Training and Education (SATE)
Program) provide the direction and guidance required to adhere to DOD
standards. (f) Base Information Transfer Center provides services for
receiving, processing, distributing, and dispatching official mail,
accountable mail, administrative communications, forms, parcels, and
distribution for all base-supported activities. (g) Postal Service
Center provides services for receiving, processing, distributing,
providing forwarding referral service and providing mail service to all
military personnel supported by the Postal Service Center. (h)
Publications management provides procedures in establishing and
implementing policies, procedures, systems, and standards regarding the
management of Air Force, SMC, and 61 ABG publications and forms. (I)
Communications-Computer Information architecture and requirements
analysis provide direction and guidance in maintaining an architecture
and the analysis of requirements to be integrated into the
architecture. The estimated value of the current in-house operation is
less than 50 million dollars over a 5-year period. The Government
anticipates providing the following: office spaces, training
facilities, furniture, computer equipment including hardware/software
supports (i.e. maintenance), and business equipment such as fax
machines, copiers, and telephones. The Standard Industrial
Classification (SIC) Code for this acquisition is 4813, with companies
up to 1,500 employees. The proposed acquisition is beingconsidered as
an 8(a) competitive. Interested 8(a) companies should provide the
Contracting Officer evidence of their capability to perform the
requirements listed and a positive statement of their eligibility as an
8(a). If adequate response is not received from 8(a)'s, the
solicitation will be issued as a small business set aside. Therefore,
Statements of Capability are requested from all small business that fit
Standard Industrial Classification Code 4813. A pre-solicitation
conference will be scheduled at a later date. Contractor's questions
and comments will be addressed at that time. This sources sought
synopsis will not result in a contract if government performance is
determined to be more advantageous, nor will the Government pay for the
information requested herein. This is the first of three synopses in
accordance with OMB Circular No. A-76. All interested sources may
