Justice requires Contractor support under the Research Applications
Contract to provide the resources and capabilities necessary to
synthesize research findings and programmatic experience in the field
of criminal justice; to analyze advantages and disadvantages of
alternate approach to develop appropriate materials (between 25 to 30
completed products per year) for different types of criminal justice
audiences; and to support the dissemination of these findings to both
criminal justice professionals and policy officials. Contract products
include concise summaries of the findings of individual research
projects, case studies of operating programs, full reports on the
program options and management issues in a particular topic area, and
research reviews and/or issues papers. Topics addressed cover all
aspects of the criminal justice system. The support effort includes
performing all elements of applied research projects (e.g., literature
reviews, instrument development, data collection analysis, and
development of reports), as required by individual assignments. The
support effort also includes editing, proof-reading, providing graphics
capabilities, obtaining required reports, processing payments,
coordinating travel arrangements, and maintaining necessary records for
all activities. The proposed procurement will be a 48-month effort,
Indefinite Delivery, Indefinite Quantity contract with task orders
issued on a time and materials basis. Regarding evaluation factors,
cost will be secondary in importance. Interested offerors shall submit
their requests for proposals in writing no later than 20 days after
the publication of this announcement. All responsible sources may
submit a proposal. The issuance date for Requests for Proposals is
