The first newspaper is to be delivered no later than 1 March 1998. The Contractor shall provide all items necessary to print and distribute a weekly civilian enterprise newspaper, published under the provisions of Army Regulation 360-81 at no cost to the Government, for Fort Drum, New York. Fort Drum will select the successful offeror by evaluating the reputation and proven ability of the ability to provide issues weekly of a newspaper whose appearance, layout, quality, and photo reproduction meet the current professional standards of the industry. Offeror must provide evidence of responsibility, performance capability, and financial stability,to include ability to follow newspaper guidelines.
