solicitation is not presently available, however the following
description is provided to assist offerors in determining their
interest in providing the requested services. Services Non Personal:
provide all personnel, equipment, computer hardware and software,
tools, materials, supervision and other items or services necessary to
perform the management and operation of the commercial travel offices
located at Maxwell AFB and Maxwell AFB-Gunter Annex, 187th Tactical
Squadron at Dannelly Field, AL and Tyndall AFB in Panama City FL.
Services required will support both appropriated organizations and
non-appropriated travelers. The non-appropriated portion consists of
official and leisure travel service. The non-appropriated portion does
not obligate appropriated funds of the United States Government.
Non-appropriated funds are generated by the military community through
the sale of goods and services and the collection of fees and charges
for participation in military community programs. The non-appropriated
section of the solicitation does not involve federal tax dollars. Total
estimated annual dollar volume is $12.3M. A base period of 24 months is
anticipated with six (6) six-month option periods. The estimated
performance start date is 01 JUL 98. The proposed contractor will be
required to: -make confirmed reservations for all commercial modes of
transportation for official travel at lowest available fares/rates
making maximum use of available discounts satisfying service at the
government contract fare or to satisfy mission requirements, whichever
is available. -make adjustments/changes in reservations as requested;
provide advance seat assignment, boarding passes, special meal
availability. -provide domestic official travel services for official
travel consisting of the following: 1) Scheduled commuter and charter
airline tickets 2) Bus tickets 3) Train tickets 4) Hotel, motel
reservations 6) Car and other vehicle rental arrangements in
conjunction with other travel arrangements 7) Travel insurance 8)
24-hour, year-round, toll-free telephone service. -provide
international official services to consist of the following: 1)
Visa/passport information 2) All airline tickets of regularly scheduled
carriers 3) Eurail pass tickets 4) Britrail tickets 5) Regularly
scheduled passenger ships 6) Hotel reservations -- all continents 7)
Charter flights 8) International driver's license information 9) Travel
insurance. -domestic unofficial (leisure) travel services would consist
of 1) through 8) under domestic official travel and: 9) Ship tickets to
include cruises, fishing/party boat charters and ferries 10) Complete
package and custom-tailored tours/vacations of all types.
-international unofficial (leisure) travel services would consist of 1)
through 9) under international official travel and : 10) Complete
tour/vacation packages including car rental. -Provide the full range of
travel service, staffing and billing procedures at primary and
satellite offices for locations serviced in the contract. Potential
offerors are invited to respond with the following information: a.
EVIDENCE OF PROGRESSIVE AND RESPONSIBLE EXPERIENCE, both corporate and
individual. (1) Discuss the experience that key management personnel
possess; number of years of experience in providing volume travel
services. (2) Describe present workforce and ability to provide
adequate, trained personnel to perform this requirement. b. EVIDENCE OF
SUFFICIENT FINANCIAL CAPACITY, working capital and the financial,
technical and management resources to perform the contract without
financial assistance from the Government. To document this capacity,
the offeror shall provide a financial plan and credit history for
undertaking the service requirements described herein. Submit a copy of
a current (six-month period) financial statement. This statement shall
be certified as true, accurate and in accordance with generally
accepted accounting practices. c. DESCRIBE COMPUTER EQUIPMENT YOU
PROPOSE TO USE in the performance of the contract. Provide information
concerning the availability of an adequate number of computer
terminals and associated hardware to perform this work ( the
requirement is currently being handled with approximately 18
contractor-furnished terminals at various locations at Maxwell and
Gunter Annex AF bases and six at Tyndall AFB. The assessment criteria
to be used in the solicitation (when issued) are (1) Past Performance
and Experience and (2) Compliance with Requirement. For purposes of
this procurement, the small business size standard is $1M. The Standard
Industrial Classification (SIC) Code for this acquisition is 4724.
Small Business (SB) concerns should indicate interest in this
acquisition by providing to the Contracting Officer, in no later than
10 days of this notice, evidence of capability to perform this
requirement and a positive statement of eligibility as a small business
concern. If adequate responses are not received from small business
concerns, the acquisition will be solicited on an unrestricted basis.
Indications of interest from SB concerns without the required
information regarding capability and eligibility will not be considered
in determining the suitability of this requirement for a SB set-aside.
Replies to this notice are solicited from both large and small
business concerns. All requests for solicitations must be in writing;
facsimile requests are acceptable. Facsimile proposals are not allowed.
NO TELEPHONIC INQUIRIES TO THIS NOTICE WILL BE CONSIDERED. It is the
Government's intention to utilize a best value source selection method.
The Government may revise its acquisition strategy based on industry
and/or customer requirements. Once a solicitation is issued and closes,
the government intends to separately evaluate proposals for official
travel services and proposals for leisure travel services and make
multiple awards. Two separate contracts will be awarded. They may or
may not be awarded to the same offeror. No further public notice of
