solicitation for prequalification statements and not a request for
proposal. The U.S. Postal Service is soliciting prequalification
statements from prime contractors interested in being placed on a
pre-qualified contractors list for Underground Storage Tank (UST)
Upgrades, Removals & Remediation projects. No fewer than three and a
target number of ten of the most highly qualified prime contractors
will be placed on the prequailfied contractors list. Prequalified
contractors will be issued completed contract documents and requested
to submit cost proposals for approximately 15 sites in existing owned
or leased facilities in the following Northern California counties:
Alameda, Alpine, Amador, Butte, Calaveras, Colusa, Contra Costa, Del
Norte, portion of El Dorado, Fresno, Glenn, Humboldt, Kern, Kings,
Lake, Lassen, Madera, Marin, Mariposa, Mendocino, Merced, Monterey,
Napa, Nevada, portion of Placer, Plumas, Sacramento, San Benito, San
Joaquin, San Francisco, San Mateo, portion of Santa Barbara, Santa
Clara, Santa Cruz, Shasta, portion of Sierra, Siskiyou, Solano, Sonoma,
Stanislaus, Sutter, Tehama, Trinity, Tulare, Tuolumne, Yolo, and Yuba.
Prequalified contractors will have the option to submit a cost
proposal on one or all of the projects. The prequalified list will
remain effective for two years from notification of placement on the
list, with a one additional two year renewal option. The Postal Service
reserves the right to add contractors to the prequalified list for
sound business purposes at any time. The Postal Service reserves the
right to delete from the prequalified contractors list any contractor
for sound business purposes at any time. The Postal Service reserves
the right to combine individual sites within a single contract. The
primary evaluation factors, of equal importance, for selection on the
prequalification list, are: UST Project Licenses, Certifications &
Registrations; UST Project Experience; UST Project Expertise; UST
Project References; UST Project Management and Financial Stability. The
secondary evaluation factors, of equal importance, for selection on the
prequalification list, are: UST Project Completion Capacity; UST
Project Geographical Reach; UST Project Construction Capacity; Existing
company judgments, claims, and lawsuits; Existing company safety
program; and Existing company quality program. Prequalification
statements will not be returned. Questions regarding contractual issues
