ENGINEERING, schindel@doim6.monmouth.army.mil. This is a synopsis to
the market survey conducted by the Department of the Army for a
follow-on contract for engineering/field support services provided to
the SINCGARS Radio Systems. A requirement exists for the continuation
of these current supporting services which are being provided to the
Government by General Dynamics Land Systems, Tallahassee, Florida,
under contract DAAB07-95-C-C251. The continued engineering/field
support service is required for production and sustainment efforts
involving the Ground Integrated Communications Security (ICOM) and the
SINCGARS Ground System Improvement Program (SIP) to include the
Internet Controller Card (INC). These efforts are in support of
equipment developed and produced under contracts DAAB07-88-C-T026,
DAAB07-94-C-C402, DAAB07-95-C-C502 and DAAB07-96-C-C502 by GDLS. These
support services include systems engineering support and management,
program management to time and materials supplied under these services,
responses to requests from the Government and/or major Government
contractors on an on-call basis to perform a specific work directive,
all of which shall be performed with minimal Government assistance and
data. Accordingly, the perspective contractor would require an
in-depth knowledge and understanding of the design and capabilities of
the SINCGARS Radio System. Specific knowledge of the Army's Tactical
Internet (IT) architecture and how it relates to the SINCGARS SIP INC
and its emerging software changes to accommodate TI maturation are
extremely important. The Government does not possess configuration
control of the necessary documentation and sustainment level drawings
for the SIP. Therefore, at this time a complete technical data package
does not exist to support this acquisition. This synopsis is for
subcontracting opportunities only. All responses should be made in
