66 -- NIGHT VISION IMAGING SYSTEM TEST EQUIPMENT SOL N00421-97-R-1023 POC Selinda Joyner, Contract Specialist, 342-1825, ext. 153 E-MAIL: Joyner_ Selinda%PAX9B@MR.NAWCAD.NAVY.MIL, Joyner_Selinda%PAX9B@MR.NAWCAD.NAVY.MIL. The Naval Air Warfare Center, Aircraft Division, Patuxent River, MD intends to negotiate a sole source contract with Hoffman Engineering Corporation, 911 Hope Street, 8 River Bend Center, PO Box 4430, Stanford, CT 06907. A firm fixed price requirements contract for a base period with four additional option years is anticipated. The contract, which was initially synopsized 17 October 1996, will be a follow-on contract to N00421-93-D-0122 and will provide for the support of the Night Vision Device and Cockpit Display Lab (NVDCDL). The NVDCDL is tasked with performing test and evaluation for all Navy and USMC Night Vision Goggles and aircraft cockpit lighting to ensure that no incompatibilities exist which could affect the flight safety of any Night Vision capable aircraft. The primary emphasis of the proposed contract is to provide equipment designed to aid in the evaluation of those items under the cognizance of the NVDCDL by providing for the procurement of existing test equipment, upgrades to equipment currently in the NVDCDL, new equipment designed to replace existing equipment, and to meet the requirements of new state-of-the art Night Vision systems. This procurement will also include technical services (such as equipment calibration) and engineering services in support of the design and development of upgrades to enhance existing NVDCDL test capabilities. Proposed equipment must be mechanically, electrically, and optically compatible with the existing Hoffman Night Vision Imaging System (NVIS) Test Equipment. The NVDCDL Facility is a suite of equipment used for laboratory and field evaluation of NVIS and NVIS compatible lighting and display systems. Additionally, this equipment suite provides for the laboratory simulation of environmental lighting conditions ranging from absolute dark to greater than 12,000 footcandle. Night Sky simulation and NVIS target arrays are provided on an aircraft size scale. Laboratory capabilities include gain, resolution, flash recovery, automatic brightness control, high light susceptibility, spectrum response, signal-to-noise, distortion, cosmetic deficiencies, diopter and equivalent background input, field of view, and alignment. Performance includes luminance, color, and NVIS radiance, for all aircraft internal and external lighting systems. The results of all tests shall be directly correlated to National Institute of Standards and Technology (NIST) traceable calibration standards. Based on FAR 6.302-1, negotiations will be conducted solely with Hoffman Engineering Corporation, the only known source capable of providing equipment with fully integrated Night Vision test capability, as well as the corresponding technical and engineering services. Delivery will be to the Naval Air Warfare Center, Aircraft Division, Patuxent River, Maryland. See Numbered Note 22. (0280)
