PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation is issued as Request for Proposal No. 97-022. This
procurement is being issued unrestricted. The Standard Industrial
Classification is 3826 with a size standard of 500 employees. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. Furnish and
install at the National Institute for Occupational Safety and Health
(NIOSH), 1095 Wilowdale Road, Morgantown, WV one each of a confocal
laser scanning microscope system in accordance with the specifications
below. Offerors shall identify all contract line items (CLINS),
accessories and/or options required to meet the specification and
provide individual pricing.SPECIFICATIONS: This project will involve
treatment of cell cultures with powerful environmental carcinogens and
determination of gene expression and genetic damage. Normal human
bronchial and mammary epithelial cells provide important model systems
for the investigation of mechanisms of human chemical carcinogenesis.
This project seeks to determine the principal genetic and epigenetic
changes wrought by chemical carcinogens found in the work-place.
Markers of early damage include the formation of chemical-adducts in
the genetic material (DNA). Cutting-edge technology to assess the
impact of environmental and occupational exposures on the expression of
scores of genes simultaneously will be used. At one level these studies
will assist in our understanding of mechanisms of human chemical
carcinogenesis; at another, more advanced, level these studies have the
potential to lead to the development of markers of exposure; and
thereby assist in development of strategies for early detection and
intervention. Required is an instrument with air cooled argon laser
with point scanning capability. The instrument must have variable laser
attenuation to provide 0, 6, 20, 50 and 100% transmission over a
confocal pinhole range of 80 -- 300micrometers (incremental at 80, 100,
150, 200 and 300microns). The instrument should have a variable field
and subscan modes with z-axis minimum step 0.1micron. The unit should
be operational in six independent scan modes (XY, XYZ, XZ, XYT, XT,
XYZT). The laser should be direct couple, 1024 x 1024 pixel resolution
and 12 bit depth single scan acquisition -- NOT in repeated
accumulation scan mode. The unit should have high image sensitivity and
lateral resolution. The instrument must have dual photomultiplier tubes
for simultaneous acquisition of 2 images, and simultaneous acquisition
of Differential Interference Contrast (DIC). The unit should have high
bit-depth image resolution, transmitted light acquisition, 2D and 3D
applications software and be adaptable to both inverted and
uprightmicroscopes. Offer shall include installation, an operation
manual, training and a technical support program. The confocal system
should be compatible with existing Olympus IX70 microscope equipment.
The Government desires delivery of all items within thirty days after
award of contract. Evaluation Factors: Offers will be evaluated for
technical compliance with the stated specification. OFFERS SHALL BE
PROPOSED BASED ON F.O.B. DESTINATION (MORGANTOWN, WEST VIRGINIA) AND
THE REQUIREMENTS AT FAR 52.214.21 "DESCRIPTIVE LITERATURE" APPLY.
INFORMATION PROVIDED WITH YOUR OFFER MUST DEMONSTRATE THE UNIT'S
ABILITY TO MEET THE SPECIFICATION OR YOUR OFFER MAY BE REJECTED. The

Commercial Items, FAR 52.212-3; (4) for evaluation purposes:
descriptive literature, tables, etc. which demonstrate the proposed
instrument's compliance with all specifications; (5) published price
lists (if available) and (6) acknowledgment of solicitation amendments,
if any. Facsimile Bids are not authorized. Offers that fail to furnish
the required information, or reject the terms and conditions of the
solicitation may be excluded from consideration. Award of a one firm
fixed-price contract is anticipated. This announcement is issued
