This announcement is for the installation of equipment and facilities for the storage of liquid propane and the production of propane-air gas. The purpose of the system is to provide an alternative gaseous fuel source during periods of natural gas curtailment at the Federal Center located at 501 Felix Street, Fort Worth, Texas. The system shall be complete and self-supporting, including electric power, as necessary. The system is to produce a blend of propane vapor and air (propane-air gas), equivalent to 25,000 cubic feet per hour of 1000 Btu natural gas at 15.5 psig. The system must be of sufficient capacity to produce this quantity of propane air-gas continuously, for a period of 72 hours. The system shall be designed so that the propane-air gas can be injected into the existing 15.5 psig or below, natural gas line. This is a negotiated procurement and will require submission of technical proposals in accordance with the solicitation which will result in a firm fixed-price contract. The Successful offerors must be included on, or added to the Department of Energy (DOE) qualified list of energy service companies prior to award. This will be awarded as an Energy Savings Performance Contract and will require contractor financing. The Government will pay the contractor out of the energy savings.
