notice with the intent of providing additional information to
prospective offerors and identifying new prime offerors who will meet
the Precision Attack Targeting System (PATS) needs identified below.
This notice updates a previously published (PATS) sources sought notice
which appeared in the CBD on 13 May 1997, and contains the following
new changes: 1) the restriction on foreign owned businesses is hereby
lifted, and foreign participation at any level is now solicited; 2) a
revised, draft Requirement Document has been posted on the AFBOP web
site shown below; and 3) a new email address is available for all
correspondence -- pats@ascfb.wpafb.af.mil. The previous notice, along
with draft program documentation, is available on Air Force Business
Opportunity Page (AFBOP) -- http://www.
pixs.wpafb.af.mil/pixs/pixslibr/pats/pats.asp. It is requested that a
Statement of Capability (SOC) be submitted to the PATS program office
by any potential offeror who did not respond to the 13 May notice. This
SOC should demonstrate the existing capability to produce, modify,
sustain and integrate weapon systems and subsystems. The SOC should
include a list of previous experience including, but not limited to,
government contracts. The SOC shall be unclassified and the information
submitted should be pertinent to and identify the offeror's capability
as related to the technical effort requested above. Do not provide
advertisement brochures. The SOC is limited to twenty-five (25) pages
and must be received not later than 31 October 1997. Replies received
later than this date and responses by telegram or fax may not be
honored. Any concerns or issues relative to this procurement should be
addressed to the Contracting Officer identified below. An anticipated
award date for any resulting contract is 30 September 1998. A firm
fixed price type contract with performance incentives is also
anticipated for this effort. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
